Construction sector reviewed works in 2013 and plans for 2014

On 7th January, the Ministry of Construction held an online conference to summarize the works in 2013 and plans for 2014 within the construction industry at 63 points of the provinces and cities nationwide. Deputy Prime Minister Hoang Trung Hai attended the conference and chaired at the point in Hanoi.

With the effort of the whole industry, the production value of the construction industry in 2013 (in current prices) reached VND 770.41 trillion (an increase of 7 % compared to 2012), accounting for 5.94 % of country's GDP and is considered one of the positive factors in the economic growth of 2013. The rate of urbanization in the country continues to be increased, reaching approximately 33.47 %, of which 79 % of the population with water supply through piped systems, 84 % of municipal waste is collected and processed.

The percentage of covered construction planning reached 100 % and the rate of zoning/planning detailed of 1/2000 which is reached 70 % (an increase of 10 % compared to 2012). In the whole country, there are about 1 million m2 of social housing, equivalent to about 20 thousand apartments, total cement production consumed about 61 million tons.

Increased governmental management effectiveness of the construction industry

According to Minister Trinh Dinh Dung, in the 2013, the Ministry of Construction concentrated for improving the system of governmental administration systems with new views, strong ideological innovation by increasing inspection supervision of the construction to minimize losses and waste; improve the work quality and efficiency of investment capital; increase the supervision of urban development and plans; reduce the difficult for the real estate market for implementing the development strategy in the country, especially the development of social housing.

Meeting the housing needs for the community

The Ministry of Construction has conducted simultanous solutions to overcome difficulties associated with the real estate market for implementing the development strategy in the country, especially social housing. Up to the present, there are 124 national social housing projects which are underway with construction scale of about 78,700 units, including 85 social housing projects for low-income people.

Along with this, the Ministry of Construction continued to implement the housing assistance program for poor families in rural areas, housing for people in prone areas to floods, public housing for workers and students.

Increased construction business

In the context of the domestic economy, the industry has focused in implementing restructuring initiatives in overcoming difficulties, gradually stabilization and job creation and increased income for employees.

 

Up to the date of 1st January 2014, there are more than 68,649 companies with 2.283 million people in the whole industry. These companies have sufficient capability to undertake the design and construction of many large-scale and complicated projects at the regional level; produce the construction material with high quality to meet the needs of the country and exporte to many countries around the world. All governmental companies within Ministry of Construction have completed the construction to submit for approval of restructuring plans.

Although in 2013 the construction industry has achieved encouraging results, however, many problems still existed and difficulties need to be overcomed such as the loss and waste in investment construction; poor quality of some construction works, illegal construction, limited urban development and difficulties in real estate market.

Main plans for 2014

According to Minister of Construction Trinh Dinh Dung, in 2014, the construction industry will focus on key tasks of the construction sectors. In particular, the Ministry of Construction will continue to focus on completing mechanisms and policies to submit to the National Assembly and the Government on the Amended Construction Law and the Decree Implementation Guidelines, the Revised Housing Law, the Amended Real Estate Business Law; study the mechanisms and policies to attract and mobilize domestic and foreign resources for urban infrastructure development.

At the same time, the Ministry of Construction will continue to innovate, improve the quality of planning, review and adjust additional zoning, general plans on a national scale, accelerate the covering rate of zoning and detailed plans. It will continue to implement the Decree 15/2013/ND-CP, strengthen the management, control and supervision of the construction and implementation of Decree No. 11/2013/ND - CP, strengthen the management and control of urban development projects according to plans.

In 2014, the construction industry also will focus on promoting the implementation of national housing strategies; completion of approval of the local housing development programs, implementation of Decree No. 188/2013/ND-CP on the social housing management and development; implementation of social housing development programs, housing for low-income people, housing for poor rural areas and those impacted by storms and floods.

The Ministry of Construction will continue to focus on implementing solutions to overcome difficulties associated with the real estate market; enhance the management of construction materials according to the plans; plan the effective manpower development for the construction industry.
