The Institute of Construction Economics to be the leading scientific institute nationwide

That’s what Minister Trinh Dinh Dung believed and expected according to his speech at the meeting reviewing the Institute of Construction Economics’ activities in 2013 and discussing plans to implement its tasks in 2014.

Being a pivotal year implementing the Socio-economic Development Strategy (2010 – 2015), it’s 2013 when the Institute of Construction Economics received great support from the MOC’s leaders, close cooperation from other departments, agencies and institutes under the MOC management, which greatly helped the Institute of Construction Economics to successfully fulfill its tasks in studying state management mechanism and policies, scientific research and scientific consultancy in construction economics.

Implementing task of drafting the Law of Construction (amended) assigned by the Minister in the mid of 2012, the Institute of Construction Economics has amended the Law basing on opinions from the Standing Committee of the National Assembly, brought it up for discussion in the sixth meeting of the National Assembly XIII in November 2013.

In 2013, the Institute of Construction Economics completed 7 circulars, 4 out of which was issued by the Ministry of Construction. In addition, the Institute hosted or co-worked with the MOC’s functional departments and agencies to draft a set of tools, norms and standards in economic technology to submit to the Ministry of Construction.

In order to promote those results achieved in 2013, the Institute of Construction Economics intends to further study mechanism and policies, set of tools, norms and standards in economics and technology. In more details, the Institute will complete the project of forming the Law of Construction (amended) according to the National Assembly’s members’ opinions; study and draft the law on construction investment, urban development, technical infrastructure, housing and real estate market; and implement the project of mobilizing resources for building the drainage system and urban solid waste treatment…

Minister Trinh Dinh Dung highly appreciated the Institute of Construction Economics’ effort and achievements over 40 years, especially its contribution in making legal documents such as the Law of Construction, Law of Housing, Law of Real Estate Business… Minister Dung confirmed the Institute’s role in improving the construction investment efficiency and its staff’s life condition.

Minister Dung praised the Institute for their achievements in 2013, and guided them to form their own unit doing research on sector strategy. “The Institute’s organization must be clear, the regulations must be strong and strict to not only promote but also attract skillful staff and employees. In addition, it’s necessary to have incentives to promote well-known scientists”, said Minister Dung.

On the very first day of the new year, Minister Dung wished the Institute of Construction Economics to promote their achievements in 2013 and successfully complete their tasks in 2014. He expected and believed the Institute would be the leading scientific institute nationwide, contributing to develop the Construction field in particular and the whole country in general.
