Hanoi authorities will pay greater attention to urban environment

At the meeting on August 1st to review the first half year socio-economic performance and prepare tasks for the rest of the year, the leaders of the Hanoi People’s Committee requested the departments, agencies and local governments to improve the supervision of environmental sanitation, planning and infrastructure investment of the city.

As of July, the Green Park Company (GPC) has planted 138 thousand trees, the rural and metropolitan districts planted 117 thousand trees. The public gardening work has been duly performed and improved the city’s landscape. At the meeting, the Chairman of Hanoi People’s Committee Nguyen Duc Chung stressed: “It is necessary to trim tree branches to ensure the safety for people and trees during the rainy season.”

Besides continuing to plant one million trees, the Department of Construction and related agencies have burried power and communication cables and removed electric poles in 18 streets according to the 2016 plan and 11 streets of the projected 55 strees in 2017.

The collection and treatment of domestic solid waste in 12 metropolitan districts and Son Tay town has completed 98% and 88% in rural area. 99% of people in the metropolitan area have access to clean water and it is expected that by the end of this year, 100 percent of downtown people will use piped water.

Safe water has been supplied to 40% of the people in rural areas. 48.8% of industrial waste water was collected and treated. It is expected that for the whole 2017, 55.8% of industrial waste water will be collected and treated.

Until the end of July, 2017, the City has approved 26 out of 35 zone planning and 31 out of 33 general planning. The City is actively finishing general planning, urban zone planning and detailed planning. In the past 7 months, 74 construction permits have been issued. The city has also reviewed and completed administrative procedures for construction licensing. From now until the end of the year, the City People’s Committee requested the agencies to focus on the handling of violations in the field of urban environment and construction.

At the meeting, the leaders of the city people’s committee laid special emphasis on the urban environment work. According to the Vice Chairman of the Hanoi People’s Committee Nguyen The Hung, “currently, trash bins are not placed in some streets of Cau Giay and Thanh Xuan districts. The collection and transportation of garbage are not satisfactory, causing trouble for the people.”

To address this matter, the Hanoi People’s Committee assigned the Department of Construction to strengthen the inspection of garbage collection and treatment. “Bidding for garbage collection must be more effective. Any business failing to comply with garbage collection regulations three times or lacking motorized means of environmental sanitation will see their contracts terminated immediately,” the Vice Chairman Nguyen The Hung said.

Hanoi Vice Chairman Nguyen The Hung asked the Departments of Transportation, Planning and Investment; and Construction to focus on the masterplan of social housing projects and policies to rebuild old apartment buildings. Moreover, the Hanoi Construction Department needs to come up with drastic measures to tackle violations in construction, preventing the super-skinny houses.

All administrative agencies have to cooperate and work closely with each other to complete the land clearance process, in turn ensuring the implementation of transport projects. Besides, the Chairman of Hanoi People’s Committee Nguyen Duc Chung requested the Hanoi Construction Department to closely monitor construction project, “only issuing permit once project owner completes all legal procedures on environmental protection measures” the Hanoi chairman said.
