The project is slated to be executed from September 2017 to August 2020 with total investment of 60 million Yen. One of its objectives is to properly operate and maintain the Truc Bach Wastewater treatment plant. The plan also includes the mud treatment which targets at removing mud in the drainage system, as well as mitigating losses from flood in the project areas.
The rapid urbanization is causing rampant lake and river pollution in in Hanoi. Moreover, in the Red river delta, the inefficient drainage systems is making flooding worse. Therefore, Hanoi urban development has to go alongside flood control
.
According to Japanese experts , the advantage of Hanoi is being the economic and cultural hub, with an abundance of human and natural resources. However, Hanoi is facing challenges of natural disasters and poor connection with global markets. The fast urbanization is taking its toll in the traffic congestion, over-population, environmental and landscape degradation.
Therefore, the cooperation between Hanoi and Japanese partners is aimed to solve these issues, with experiences exchanged between the two sides on construction and urban management. With the support from JICA on enhancing Hanoi’s capacity of managing water drainage works, drainage systems in Hanoi will be properly managed and operated, leading to the improvement of Hanoians’ living environment.
The Vice Director of Hanoi Construction Department Vo Nguyen Phong said, with the support from Japan, issues related to Hanoi’s infrastructure has been addressed with projects such as Hanoi drainage systems Phase 1 and 2. The Hanoi drainage system in the upstream of To Lich river has been improved and upgraded to support the water discharging from downtown. Yen Xa waste water treatment plant and garbage collection facility are also under construction. At the same time, Hanoi is also calling for investment in project of Nhue River cleaning and the South-West of Ha Dong district discharging water facility and the wastewater treatment plant of Phu Do and West Lake under the form of Private – Public Partnership (PPP). In addition to the construction of these facilities, Hanoi also considers to be essential the proper operation and management.
Director of Yokohama Environmental Creativity Department stressed that through this project, Yokohama city will identify and analyze the problems to work outprocedures and guidelines to operate and manage Truc Bach wastewater treatment plan. The effort is to bring harmonization between economic development and sustainable environmental system. However, during the process of wastewater treatment, there will be a large amount of mud. As such, Yokohama city will bring on Japanese technology to reduce the amount of mud derived.
According to independent experts on water resource and environment, the total capacity of 4 wastewater treatment facilities Kim Lien, Truc Bach, Thang Long North and Yen So in Hanoi is 120 thousand m3 wastewater treated every day. The average amount of suspended solids in wastewater is 72mg/l, BOD5 94 mg/l. The amount of mud in dry sediment is 10 ton per day potentially causing environmental pollution. The process of mud treatment is taking a large sum of capital invested in building and operating the wastewater treatment plan.
On the other hand, the drainage system upgrading and flood prevention are urgent tasks. “In parallel with flood preventing measures of Yokohama city, the two parties will cooperate in technology and maintaining the core database in flood simulation in Hanoi” Nomura Norihiko said.
