From May 21st to May 29th, 2026, an inter-ministerial working group led by Deputy Minister of Construction Nguyen Tuong Van, along with the participation of the Vice Chairman of the National Assembly's Committee on Science, Technology and Environment Tran Van Khai, representatives from the Government Office, the Ministry of Justice, and specialized departments and divisions of the Ministry of Construction, visited and worked in China and the Russian Federation to study and exchange international experience on planning and architectural management, serving the purpose of amending the Architecture Law and improving the institutional framework of the Vietnamese construction industry.

In China, the delegation held working sessions with the Shanghai Municipal Planning and Natural Resources Bureau; the Shanghai Municipal Housing, Urban and Rural Development Commission; Urban Planning and Design Institute, the Architectural Design Institute, and the Architectural Research Institute of Tongji University.

Both sides exchanged information and learned about the planning and architectural management system. Planning in Shanghai strictly adheres to China's Urban Planning Law and Architecture Law, combined with local regulations; the national master plan serves as the foundation for detailed planning and building design.

The delegation held working sessions with the Urban Planning and Design Institute, the Architectural Design Institute, and the Architectural Research Institute of Tongji University, China.

A notable highlight is that China’s policy-making process follows the principle of “Pilot Implementation - Guiding Documents - Standardization - Legislation”, supported by advanced mechanisms such as the “Executive Architect” model, which helps optimize design quality and implementation.

Shanghai is a leading city in China in the digital transformation of urban planning, architecture, and construction, including the application of 3D data in architectural and planning design competitions. The city is also at the forefront of green building development, with a mandatory requirement for new projects to achieve the Three-Star Green Building Standard from 2025, coupled with an online carbon emissions auditing system.

During their working visit to the Russian Federation, the delegation noted the groundbreaking models in St. Petersburg and Moscow. Russia applies urban planning laws and places particular emphasis on underground space, with the ratio of underground/ rooftop parking reaching as high as 88% in the city center.

Regarding professional management, Russia implements a mechanism of transferring licensing authority to professional associations, requiring organizations to pay fees to establish a "Professional Fund" to compensate for design failures and allowing for flexible application of international standards. The preservation of valuable architectural works must be linked to flexibility in converting interior functions, while maintaining strict control over the exterior architectural appearance.

These experiences provide valuable practical references for the Ministry of Construction in its research and formulation of proposals for legal reforms. Key areas under consideration include the delegation of professional practice management to professional associations, the roadmap for mandating green building standards for publicly funded projects, the application of Building Information Modeling (BIM) and Digital Twin technologies, as well as the regulation and management of underground space.

These issues will be carefully studied and incorporated into the draft amended Law on Architecture, with the aim of promoting sustainable, green, and smart urban development while enhancing resilience to climate change.
