The Ministry of Construction has completed 100% of its tasks regarding the development of e-government and digital transformation by 2025

In implementing key tasks in the fields of innovation, national digital transformation, and the development of e-Government and Digital Government in 2025, the Ministry of Construction has focused on synchronously carrying out tasks in line with the Government’s orientation and has achieved significant results, creating a foundation for modernizing state management in the construction and transport sectors. According to statistics from the Government’s monitoring system, the Ministry of Construction has completed 100% of the tasks assigned by the Government in 2025 related to the development of e-Government and digital transformation.

In 2025, the Ministry of Construction issued two strategic plans, including the Ministry of Construction’s Action Plan to implement Government Resolution No. 71/NQ-CP dated April 1st, 2025, and the Ministry of Construction’s Digital Transformation Plan for 2025; at the same time, it issued nearly 40 decisions to implement specific tasks related to digital transformation and the development of e-Government and Digital Government across the entire Ministry.

Director of the Ministry of Construction's Information Technology Center introduced the National Information System and Database on construction activities to Deputy Prime Minister Tran Hong Ha and Ministry leaders.

To date, the Ministry of Construction’s Information System for Administrative Procedure Processing is providing 312 administrative procedures under its authority with 290 online public services, reaching a rate of 92.9%, including 178 fully online public services and 112 partially online public services. . From the beginning of 2025 to the present, the system has received and processed more than 120,000 applications; the proportion of applications submitted via online public services out of the total number of processed applications has exceeded 82%.

The Ministry of Construction has completed 100% of its tasks in development e-government and digital transformation by 2025.

The Ministry of Construction has completed the provision of 241/241 administrative procedures related to businesses, achieving a 100% rate; and has also completed the restructuring of 222 administrative procedures, including 41 administrative procedures at the commune/ward level under local jurisdiction. According to the assessment results on the National Public Service Portal, the Ministry of Construction consistently ranks first among ministries and sectors in terms of the quality of public service delivery.

In 2025, the Ministry of Construction completed the development and deployment of the Information System for Administrative Procedure Processing in the fields of construction and transport, under the authority of provincial and commune/ward-level governments, following a centralized model. Accordingly, the Ministry completed the restructuring of all 265 out of 265 administrative procedure workflows; developed unified administrative procedures for implementation at the provincial and commune/ward levels; and completed the connection of information system with all 34 provinces and cities and 3,321 communes and wards nationwide. The system is scheduled to be officially put into operation from January 1st, 2026, in line with the requirements of the Central Steering Committee.

Alongside the development and improvement of information systems, in 2025 the Ministry of Construction basically completed the development of 10 databases, including: the National Database on Construction Activities; railway transport infrastructure; the vehicle inspection; ships and seafarers in the maritime sector; professional capacity in construction activities; the road transport infrastructure; the housing and real estate market information system; the aviation transport infrastructure; clean water supply and urban drainage; and the database on urban development. At the same time, the Ministry completed the upgrade of its information technology systems, ensuring data synchronization of all 9 out of 9 specialized databases of the Ministry with the National Data Center.

In addition, the Ministry of Construction completed the development of its Digital Government Architecture Framework and the Information and Operations Command Center (IOC); upgraded and deployed the personnel management system to more than 350 affiliated units, with nearly 11,000 personnel records synchronized with the National Database on Cadres, Civil Servants, and Public Employees; and finalized the transmission and security infrastructure, ensuring the sending and receiving of electronic documents, including confidential documents, to and from all Party agencies.

In 2025, the Ministry of Construction also completed and put into operation databases on road transport infrastructure, synchronously connected with the National Data Center. At the same time, it focused on implementing tasks related to intelligent transportation systems, the Internet of Things, artificial intelligence, and the establishment of an Intelligent Traffic Operations Center to support management and operational activities.

With strong efforts and high determination, in 2025 the Ministry of Construction actively implemented key tasks in the fields of innovation, national digital transformation, and the development of e-Government, thereby completing 100% of the e-Government and digital transformation tasks assigned by the Government and creating a solid foundation for modernizing state management in the construction and transport sectors.
