Due to the inadequacies of urban classification, the Ministry of Construction issued a draft decree to replace Decree 42/2009/ND-CP. Accordingly, the draft decree will stipulate the conditions and principles of assessment and classification of specific urban areas.

Due to the rapid growth of Vietnam 's urban system, the legal provisions for urban classification plays a crucial role preventing "rampant and chaos urban grow". For effective urban management as well as to ensure the sustainable development of Vietnam 's urban system, the provision of urban classification must be formed carefully.

There are 2 special urban cities in Viet Nam such as Hanoi and Ho Chi Minh, 10 grade of cities of class I, 12 grade cities of class II, 47 grade of class III and 50 grade of class IV and 634 urban grade of class V. The central urban system of all levels is classified according tp the rational allocation of regional and national urban system.
