On the morning of April 2th, 2014, in Da Lat city, Lam Dong province, the National Assembly Law Committee held the 13th meeting for appraisal Housing Law Project (Revised). Chaired the meeting by Mr. Phan Trung Ly, Chairman of the Law Commission, the Minister of Construction Trinh Dinh Dung, Head of the Drafting Committee on Housing Law (Revised), Deputy Minister of Construction Nguyen Tran Nam, National Assembly delegates of Legal Committee and the delegation of the Ministry of Construction attend.

Minister of Construction Trinh Dinh Dung, Head of the Drafting Committee on Housing Law (Revised) said : After nearly 8 years of implementation of the Law on Housing, the housing sector has achieved significant achievements.

However, the current Housing Law has also appeared many exist, inadequacies that need to be studied, modified to suit the way, policies of the Party were adopted at the Eleventh Congress, as well as specific new regulations embodied in the Constitution in 2013, and to fit the current situation.

Ministers stressed the need to build Housing Law (Revised) to institutionalize the Party's guidelines outlined in the strategy economic development - social period 2011-2020, which is the State to "adopt books to thrive housing for people, especially for policy beneficiaries and low-income people". This revised law specifies the new rules of the Constitution in 2013.

Based on the views and requirements of Government, Drafting Committee on Housing Law (Revised) has embodied the policies of the Party and government with 10 groups proposed issues to be amended in order to overcome the shortcomings in, inadequacies of the current housing laws.

Draft Housing Law (Revised) will have 13 chapters with 179 Articles. Compared with current Housing Law have 9 chapters with 153 Articles that Draft Housing Law (Revised) increases 4 Chapters 4 and 26 Articles.

Mr. Phan Phan Trung Ly affirmed Housing Law (Revised) built a large scale and importance to the development of housing policy and especially when implementation the Constitution of 2013.

Most comments of constructive feedback Housing Law (Revised) agreed with the content of the draft law submitted by the Government. However, some problems still have different opinions as : About the time of transfer of ownership of housing, conditions property housing of foreign organizations and individuals in Vietnam. These ideas will be clarified before the National Assembly in the upcoming session, Mr. Phan Trung Ly said.
