NA deputies comment on draft revised Construction Law

The National Assembly on May 24 listened to the Government report on the amended Housing Law and contributed ideas to the draft revised Construction Law during the 27th session of the 13th NA in Hanoi.

According to the Government report, read by Minister of Construction Trinh Dinh Dung, the amended Housing Law will have 13 chapters and 179 articles, four chapters and 26 articles more than the current law.

It will realise the Party’s guidelines on developing housing for people, particularly policy beneficiaries and low-income residents.

Under the new law, housing development will be in line with the planning approved by relevant State agencies to avoid overly diversified investment in the area while balancing the housing supply and demand; preferential policies will be designed for policy beneficiaries and poor people.

While discussing the draft revised Construction Law, Deputy Tran Minh Dieu from Quang Binh province suggested that the compilation board include a specific chapter on building materials, which is a decisive factor in the quality of a construction, in order to provide a legal foundation for inspection.

Specific articles on the condition of investors’ capacity should also be clarified in the revised law, he said, explaining that it would help avoid wastefulness and raise the responsibility of investors.

The deputies also gave opinions on construction licenses and contracts, State management over construction activities, the classification of construction projects and the need for an inspection agency in the field.
