Circular No. 04/2014/TT-BXD dated April 22, 2014 of the Ministry of Construction guiding a number of contents pertaining to judicial assessment in the activity of construction investment.

This Circular defines capability conditions, publication of information about judicial assessment organizations and individuals; the application of specialized regulations, standards on judicial assessment; guides the order of and procedures for judicial assessment; and expenses for judicial assessment in the activity of construction investment.
Accordingly, individuals who carry out the construction-related judicial assessment must be Vietnamese citizens and reside in Vietnam. For organizations those must be construction-related judicial assessment organizations having the capacity in comfortable with subjects and contents applied or request for the assessment.
This Circular takes effect on June 15, 2014 and replaces Circular No. /2009/TT-BXD dated October 05, 2009 of the Ministry of Construction on guiding the construction-related judicial assessment.
Cases of the construction-related judicial assessment that are being implemented before the effective date of this Circular shall be further implemented according to the provisions in Circular No. 35/2009/TT-BXD.
Organizations those are announced according to the provisions in Circular No. 35/2009/TT- BX, base on the guidance provided in this Circular to adjust, additionally provide information and send to the Ministry of Construction for further announcing on its website.
