One of the three pillars of the Northern Strategic Economic zone
In his report, Mr. Do Thong (Quang Ninh People’s Committee Vice Chairman) said in addition to Quang Ninh Socio-economic Master plan to 2020, a vision to 2030, Quang Ninh had developed Quang Ninh regional plan to 2030, a vision to 2050 and beyond 2050 with the professional help from foreign consultancy company named Sekkei Civil Engineering Ltd (Japan). It is expected to complete before December 31st 2013.
Minister Trinh Dinh Dung highly appreciated Quang Ninh for their effort in socio-economic development. He confirmed Quang Ninh as a strategically important position, not only in economy but also in politics, security and national defense; and as one of three pillars of the Northern Strategic Economic zone with considerable development potential.
The Minister acknowledged Quang Ninh’s achievements in construction investment management. Being aware that planning is both management tool and long term strategy to mobilize, attract and exploit human resource and capital in socio-economic development, Quang Ninh leaders pay much attention to planning, especially socio-ecnomic planning, regional planning, urban development planning, sector planning… According to Minister Dung, Quang Ninh leaders’ thought on planning was in the right direction and order.
Referred to hiring foreign consultant, Minister Dung reminded Quang Ninh leaders to connect the regional planning with urban area master plans.
Quang Ninh has been mobilizing investment from different resources including the state budget, enterprises (including State-owned Enterprises), ODA, FDI, citizens... and selecting key projects related to infrastructure (such as traffic, airport and seaport projects) to pour investment. The Minister praised Quang Ninh for being the first province in the North to use local budget to build the highway connecting Ha Noi – Hai Phong highway with Ha Long. “This is the main road system enabling Quang Ninh to further develop its potential and strength”, said Mr. Dung. However, he suggested the local province to exploit other capital resources to complete this project.
Minister Dung also acknowledged Quang Ninh’s effort in reducing loss and waste, increasing construction investment efficiency. Since Decree 15/2013/ND-CP (innovations in managing construction investment) was issued, the whole country’s projects with the total investment of more than VND 22 trillion have been evaluated, reducing VND 2,000 billion, equivalent to 8%. 52 projects in Quang Ninh province alone with the total of VND 948 billion was reduced by 161 billion (approximately 14.5%). This shows that we can reduce huge loss with the right policies.
Fiercely resolve housing problem for workers in coal industry
Minister Trinh Dinh Dung stated that Quang Ninh had great achievements in urban development. Quang Ninh’s urbanization rate is 58%, higher than the average rate in the whole country and much higher than Ha Noi and Hai Phong. Building materials are well-managed in Quang Ninh; resources are exploited efficiently and e-friendly; housing, especially social housing, is paid much attention in Quang Ninh.
According to Minister Dung, housing for workers in coal industry is one kind of social housing. The Decree on social housing will be issued by the Government in the short time, which enables workers in enterprises or factories to access housing fund like workers in industrial zones. “The MOC regards developing houses for workers in coal industry as its own task, and will always help the local province to solve this problem…”, the Minister promised.
Mr. Trinh Dinh Dung asked Quang Ninh to focus on planning, especially regional planning, inter-regions planning…, and construction investment management. He recommended Quang Ninh to specify short, medium and long term plans persuant to Decree 15/2013/ND-CP and further control construction quality…
Transforming from “brown” to “green” for sustainable development
As reported, all 14 districts in Quang Ninh had finished urban development master plan, which enabled the local leaders to guide zoning and making key function plan. In addition, Quang Ninh had completed solid waste management plan, building materials development plan, wastewater management plan in urban areas… and developed the Housing Development Program to 2020, a vision to 2030. Referred to houses for workers in coal industry, Quang Ninh enabled 20 sub-companies in Vietnam National Coal – Mineral Indutries Holding Corporation Limited (Vinacomin) to build 76 buildings with 4,600 apartments for workers in the whole province. Quang Ninh decided to transform from “brown” to “green” for sustainable development and environment protection, added by Vice Chairman Do Thong. Quang Ninh would try their best and ask for help from the MOC to move cement factories out of the town centre, especially out of Ha Long City, Cam Pha and Hoanh Bo District.
