Gov’t reviews ten year administrative reform

The program brought back a lot of positive outcomes, reported Minister of Home Affairs Trần Văn Tuấn.

All apparatus is fully aware of the requirements of administrative reform which requires strong determination of the whole political system.

After the first phase of the Project 30, over 5,700 administrative procedures had been totaled up. In the 2nd phase, ministries, sectors and localities have streamlined at least 30% of the procedures.

Up to now, over 5,500 administrative procedures have been reviewed, of which, 453 are proposed to be removed and 3,749 suggested to be amended.

As much as 96.7% of communes, 98.5% of districts, and 88.3% of provincial departments have introduced one-stop mechanism.

The outcomes of administrative reform in terms of institutional renovation, apparatus restructuring, improvement in cadre quality, public financial renovation, and modernization of the administrative regime have contributed to boosting the country’s socio-economic development.

However, administrative reform also exposed some shortcomings and weaknesses, including slow reform pace, far-to-meet-target results, inadequate and overlapped institutional system.

Therefore, the administrative reform program for the next decade will focus on improving the quality of cadres, of administrative services, said Minster Tuấn.

At the video-conference, leaders of Đồng Nai, Hồ Chí Minh City, Hải Phòng, Đà Nẵng, and Bến Tre presented reports on their local administrative reform, confirming its valuable contributions to the local development.

Many localities suggested that the State should renovate salary policies in order to create real impetus for the public service, to speed up IT application in administrative reform, to consolidate the one-stop mechanism in all administrative levels.

Administrative reform must be the key task

Concluding the event, PM Dũng reiterated that administrative reform, infrastructure development, and working improvement are the three keys which were identified at the 11th National Party Congress.

The reform must be seriously deployed with specific plans and periodical reviews, the PM required, adding that the reform must help perfect the market economy, effectively exploit resources and promote democracy.

Inferior levels need to actively join hands to simplify the administrative procedures, particularly in the fields of capital construction, land use and management, housing ownership right, tax and customs.

The administrative workforce must be trained as it is the decisive factor, he said.

And IT application and e-government will be the Government’s first priorities in the next five years, affirmed PM Dũng.

In addition, the PM asked the inferior levels to boost information dissemination so that all feedback and comments from individuals and businesses could be heard.
