Minister of Construction Trinh Dinh Dung affirmed that 2014 is the continuous year of building policy towards people with 3 important legislations are being amended such as Construction Law, Housing Law and the Law on Real Estate Business. All 3 revised laws are expected to submit to the National Assembly in 2014.
According to the Minister, currently, investment efficiency and quality of construction is not high which needs to be tackled immediately. The governmental money should be controlled from the first stage of the whole process of construction investment. Officials and employees must be responsible and can not assign for investors.
In fact, while the laws have not been enacted, the Ministry of Construction has timely completed important decrees submitted to the Government for issuance. Typically Decree 11/2013/ND-CP on management of urban development and Decree 15/2013/ND-CP on the management of construction quality and Decree 188/2013/ND-CP on development and management of social housing.
In 2014, the obstacles for policy implementation of social housing will continue to be removed. The Minister affirmed that after fully disbursed VND 30,000 billion-support-package, there are still many credit programs and other financial institutions such as savings banks to support the capital development for social housing to help housing for the poor.
