Some $613.5 million will be set aside for setting up an expressway that will enhance efficiency and safety for road users travelling between Da Nang City and the Quang Ngai Province. The rest will be used to increase access to sustainable water services and environmental sanitation in selected urban areas.
A major part of the financing ($470.49 million) for the former comes from the International Bank for Reconstruction and Development (IBRD), and the rest ($143.01 million) come from the International Development Association (IDA). The chief source for the latter will be financed by IDA.
IBRD and IDA are the WB’s resource window for middle income countries and WB's concessional lending arm for low income countries respectively.
The objectives of the Da Nang-Quang Ngai Expressway Development Project are to construct an expressway that will enhance efficiency and safety for road users travelling between the two locations and build institutional capacity for expressway development in Vietnam's Ministry of Transport.
The first component of the project is Da Nang-Quang Ngai expressway which will be the construction of a two-lane highway, including bridges, from the southern end of such expressway to National Highway 1A in Quang Ngai Province. It also covers the costs of compensation, resettlement, and rehabilitation, including livelihood restoration for affected people.
The second component of the project is project implementation support and institutional strengthening.
This component includes the provision of technical assistance to Vietnam Expressway Corporation (VEC) in relation to project implementation, including construction supervision, integrated review and monitoring, financial auditing, implementation of the governance, transparency, and anti-corruption plan and capacity building for financial management.
The objective of the second project, the Urban Water Supply and Wastewater Project for Vietnam, is to increase access to sustainable water services and environmental sanitation in selected urban areas in project provinces.
The first component is investments and project implementation this component will be implemented by the participating provinces for investments in water supply and environmental sanitation. Works, goods, and consulting services for project preparation, implementation, investments, and technical assistance will be supported under this component.
The second component is technical assistance covering institutional strengthening and project monitoring.
The sub-component will be implemented by the Ministry of Construction to develop the sector through the establishment of an information base on the access and quality of service and support project implementation; and improving the efficiency of investments and operations.
It will be implemented by the Ministry of Planning and Investment to develop policies on applying wastewater tariffs and on promoting the role of the private sector.
