Seminar “Sharing Japanese Views on Vietnam’s PPP investment for infrastructure development”

On 25th March, 2011 at Ha Noi, the Seminar “Sharing Japanese Views onVietnam’s PPP investment for infrastructure development” was held andorganized by the Ministry of Economy, Trade and Industry, Japan incooperation with the Ministry of Planning and Investment.
The following presentation of the Seminar included:
• Current status of Vietnam economy and business environment towards Japanese companies in Viet Nam;
• Toward sustainable development of Ha Noi – Necessity of industrial development;
• Viet Nam PPP scheme;
• How can PPP become effective and can smoothly be implemented?

The discussion between two sides of experts from Japanese and Vietnamese participants were held actively with contribution of ideas from other participants. This was a good chance for both Vietnamese and Japanese sharing ideas and experience about PPP investment for infrastructure development.

According to Japanese experts, the learn lessons from experiences of other countries implementing PPP which Viet Nam should care about: Policy statement alone is not sufficient to mobilize the market; create certainty and presictability by defining implementation mechanism as guidelines conflicts with other decrees and decisions; clarity required on state supports and implementation mechanism of viability gap funding; conduct continous dialogues with stakeholders involved to realize above. All these to elaborate and streamline further a fundamental policy which had been enacted as Prime Minister Decision 71.
