Earlier it was decided that under Decision No. 490/QD-TTg, the region encompassed Hanoi as the core and its neighbouring provinces of Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam and Hoa Binh.

Under this Decision, Phu Tho, Thai Nguyen and Bac Giang will be merged into the region, raising its total area to more than 24,300 square kilometres.

With important roles in all fields, particularly being the political and administrative centre of the country, Hanoi will be the key driver for management, business, research and socio-economic development as well as home to major trade, financial, cultural, historical, and advanced training centre of the region. The capital’s urbanisation rate is expected to reach 65-70% to 2030.

The plan aims to meet requirements for development, management and construction planning and investment of the capital; promote co-operation, share and link localities in the region; ensure effective national resources allocation; and limit the negative impact of the urbanisation on living environment.

In addition, the plan contributes to synchronous and modern construction of technical and the soical infrastructure system of the region, balanced development between urban and rural areas, and ensuring defence and security.

The adjustments are also bases for establishing and adjusting construction plans for provinces, areas along ring roads and intercity highways, and specific regions and functional areas as well as urban and new-style rural areas.
