ADB helps Da Nang with waste treatment solutions under PPP

The Asian Development Bank (ADB) and the government of Da Nang have signed a transaction advisory services agreement to develop a new landfill and waste treatment facility in the city.

The project is under the form of a public-private partnership (PPP) scheme in which the private sector will design, build, finance, operate, and maintain the facility, which will help to meet the city’s requirements beyond 2020 by applying suitable technologies in waste treatment.

ADB Deputy Country Director in Vietnam Norio Saito said this transaction advisory support to Da Nang for the solid waste treatment facility will create a template for delivering waste treatment solutions via PPP models for other cities across the country.

As an advisor to the project, the ADB will work with the city to explore the most appropriate technology for the project, attract private investors to the project, create templates that may be used for future PPP projects in the sector and surrounding regions, and enhance local expertise in PPP management and execution.

The project will be the ADB’s second PPP transaction advisory engagement in Vietnam and its first in the solid waste sector.

Da Nang, a rapidly growing industrial and tourism hub in central Vietnam with a population of over one million, collects about 700-750 tonnes of solid waste per day.

Waste is disposed of in the city's existing landfill, but the remaining capacity will be fully utilised by 2020.

Therefore, development of a new site and waste treatment facility is an urgent task for Da Nang to make its solid waste management more sustainable and environmentally friendly.
