Finalizing a set of criteria for new-style rural communes for 2016-2020

Deputy PM Vuong Dinh Hue has requested relevant ministries and sectors to review, amend and issue a set of national criteria on new-style rural areas for the 2016-2020 period, with 19 framework criteria to be uniformly fulfilled throughout the country. 

The amendments must be in accordance with the requirements of the National Assembly’s Resolution no. 100/2015/QH13, which are to review and adjust the criteria system for new-style rural communes in line with the reality of each region, as well as of the Resolution of the 12th National Party Congress on shifting the rural economic structure reasonably associated with the building of new-style rural areas and the process of urbanisation, Hue said.

He insisted that the new-style rural area building programme must be associated and integrated with resources from other target programmes and sustainable development programmes of the United Nations.

Hailing the issuance of the set of criteria as significant to building new-style rural areas, the deputy PM asked the Ministry of Agriculture and Rural Development to review and rebuild the set of criteria, aiming to ensure it could deal with the five targets on new-style rural areas mentioned in the Politburo’s Resolution No. 26/NQ-TW and the three abovementioned requirements.

Ministries and sectors were requested to thoroughly review all criteria, standards and connotations to ensure them pursuant to Resolution No. 1600/QĐ-TTg dated August 16, 2016 and the Resolution of the 12th National Party Congress on building new-style rural areas, before submitting them to the PM for promulgation as a new set of criteria on new-style rural communes for the 2016-2020 period.

As for the criterion “Planning”, the deputy PM directed that communal-level new-style rural area building planning must ensure the adaptability to climate change and be associated with the urbanization process.

The criterion “Traffic” needs to ensure convenient transportation of goods; the criterion “Irrigation” needs to regulate the specific rate of irrigation and stipulate conditions for proactive on-site disaster prevention and control; and the criterion “Cultural infrastructure” needs to supplement entertainment venues for children and elderly people.

The criterion “Income” reviews average income per capital in rural areas (VND48 million); the criterion “Production organisation” needs to stipulate each commune has a cooperative operating pursuant to the 2012 Cooperative Law and a connection model in producing safe farming products; and the criterion “Environment” needs to ensure green, clean, beautiful and safe environment.
