Osaka helps transform HCM City to low carbon hub

The City of Osaka, Japan has signed an extension of its cooperation agreement to help Ho Chi Minh City transform itself into a low carbon city and an industrial base for the production of clean energy related products. 

To help HCM City grow in a sustainable manner, Osaka, which possesses extensive knowledge with regard to city management and low carbon development, first signed a cooperation agreement in 2013.

The extension, signed on September 6 by representatives of the two cities will continue the present agreement through 2020.

Pursuant to the agreement, Osaka has worked with the Global Environment Centre Foundation and HCM City, under the framework of the Joint Crediting Mechanism (JCM) agreed upon by the Japanese and Vietnam governments.

Specifically, Osaka has been striving to form about 70 private-public partnership projects and assist with setting up a climate-change measures action plan for the fields of land use, energy, public transportation, and water and waste materials.

With this new agreement in place, it has been announced, the city of Osaka will continue to share its experience, technologies, and know-how and encourage the formation of private-public partnership projects based on JCM through mutual cooperation with HCM City.
