Attending the meeting, as for Hai Phong province, there were Mr. Duong Anh Dien – Chairman of the People’s Committee, Deputy Party Secretary, and heads of local departments and agencies; as for the MOC, there were Minister Trinh Dinh Dung, Central Party Executive Committee member, the MOC’s Party Secretary; Deputy Ministers Cao Lai Quang and Tran Van Son, as well as heads of the MOC’s functional departments and agencies.
According to the report on 10 years of implementing the Resolution 32-NQ/TW, Hai Phong repsented some striking achievements, gradually strengthening its position and role in the development of the Northern key economic region, the Northern Coastal region, the Red River delta region and the whole country, creating a solid foundation for Hai Phong to further develop in subsequent years. The City’s economic size has been expanded; the economic structure has been modified in accordance with the orientation of industrialization - mordernization; local state revenues and export turnover considerably increased (Hai Phong’s export turnover reached 2.6 billion USD in 2012); urban planning and development got some good results. However, this report pointed out some limitattions in the socio-economic development of Hai Phong, evaluated results getting from the cooperation between the MOC and the City in the implementation of the Resolution 32. Based on plans approved by the Prime Minister, the MOC, Hai Phong has set up a project Developing and Managing Hai Phong Urban Area with typical features of an economic and e-friendly urban area; developed Hai Phong in 3 breakthrough directions, making the model of developing the urban space toward the sea the top priority, basically meeting criteria of national special urban area.
Speaking at the meeting, Minister Trinh Dinh Dung highly appreciated Hai Phong’s effort in the past 10 years to implement the Resolution 32, especially in construction investment, construction investment management, industrial development, social infrastructure development, rural development… Minister Dung said Hai Phong’s achievements were great but not commensurate with its potential, which represented in low domestic production and service. Therefore, Minister Dung noted Hai Phong to attack major targets in the Resolution 32, pay much attention to policies relating to infrastructure investment, espcially technological infrastructure…, and agreed with some suggestion proposed by the local province to the MOC. Minister Dung confirmed the MOC would fully support Hai Phong in cooperating with the MOC as well as its subsidiary units to carry out the urban development plan, housing and real estate market…
On behalf of leaders of Party Committee of Hai Phong People’s Committee, Mr. Duong Anh Dien thanked the MOC’s leaders for their concern and support, and promised to complete the report to submit to the Politburo in short coming time.
