Overview of the seminar
Speaking at the opening of the seminar, Mr. Dang Viet Dung - Chairman of the Vietnam Construction Association said that the seminar "Digital transformation in urban development" will contribute to promoting digital transformation and digital technology application into urban development management and control, thereby contributing to effectively solving the problems of today's Vietnamese cities.
Speaking at the seminar, Mr. Park Jae Hyun from the Korea Institute of Construction Technology, Co-Director of the Project on Establishing the Vietnam - Korea Cooperation Center on Smart Cities and Construction Technology (Project VKC) said that currently, along with the development and application of information and communications technology, many countries around the world have succeeded in building smart urban models that contribute to improving the quality of life and improving the quality of authorities services, reducing energy consumption, and enhancing effective management of natural resources.
In Vietnam, smart urban development is one of the important driving forces to realize the goal of turning Vietnam into a modern, high-income industrial country by 2045. To develop smart urban areas, Vietnam needs to focus on urban planning, digital technology and building synchronous infrastructure.
Mr. Park Jae Hyun commented that the digital transformation process continuously has innovations. Therefore, management agencies need to find ways to improve the effectiveness of digital transformation in urban development, especially promoting the application of digital technology. Urban planning needs to be prepared and evaluated on the basis of a digitized urban database system and supported by multi-criteria data analysis tools, forecasting tools, and planning decision-making support softwares. In addition, Vietnam also needs to learn from the experiences of developed countries to apply them in country’s context. Each industry has its own digital transformation application. Common data will be shared. For sustainable development, state management must be associated with digital transformation following each specialized field. According to Mr. Park Jae Hyun, to develop and form smart cities, it is necessary to carry out synchronous and comprehensive digital transformation in all fields, in which the top priority should be given to digital transformation in urban management.
Presenting the presentation "Digital transformation of planning management and urban development in the local construction industry", Mr. Luu Duc Minh - Deputy Director of the Academy of Mangers for Construction and Cities, Co-Director of the Project VKC said that, regarding the orientation of smart urban development in Vietnam, the Government issued Decision No. 950/QD-TTg dated August 1, 2018 approving the Project "Sustainable smart urban development in Vietnam" period 2018-2025 and orientation to 2030" (referred to as Project 950) to contribute to implementing the national socio-economic development strategy and plan through smart and sustainable urban development. Project 950 has clearly stated the viewpoints and principles of digital transformation in urban development management as an important content of the 4th Industrial Revolution, used means to support information and communication technology and used other means to improve the efficiency of land, energy and development resources, improve and enhance the quality of the urban living environment, stimulate growth and socio-economic development.
