Ministry of Construction and Ministry of Public Security jointly held a meeting to evaluate and review the direction and coordination in implementing Directive No. 47/CT-TW of the 11th Secretariat on fire prevention and fighting on April 29th. Deputy Minister of Construction Le Quang Hung, Major General Nguyen Van Long - Deputy Minister of Public Security co-chaired the meeting.
Overview the meeting
According to a report at the meeting, the whole country now has 340,945 works under the management of fire prevention and fighting, increase of 4 times compared to 5 years ago.
From 2019 to March 2022, there were 9,242 fires nationwide, killing 266 people, injuring 425 people, causing huge loss of life and property (including 7,585 building fires, accounting for 82% of total fires). Fire and damage caused by fire were mainly concentrated in warehouses, factories, production, single houses, residential houses in combination with production and business. The causes of the fires were not only from people themselves but also from the inadequacies in the planning; lack of design, construction and acceptance of works; project and construction investors have not strictly complied with the provisions of the law on fire prevention and fighting in the field of construction investment.
At the meeting, functional units of the Ministry of Construction and the Ministry of Public Security discussed and assessed the current situation, difficulties and inadequacies related to infrastructure investment; evaluate the results of the coordination between two ministries in the state management of fire prevention and fighting in the field of construction investment related to the system of regulations, standards, fire prevention and fighting work in houses and works...
Speaking at the meeting, Deputy Minister Le Quang Hung and Deputy Minister Nguyen Van Long agreed: strengthening coordination in state management of fire prevention and fighting in the field of construction investment between the Ministry of Construction and the Ministry of Public Security aimed to improve the effectiveness of state management in fire prevention and fighting; ensure stability of social order and safety and contribute to the overall development of the country.
Leaders of the two ministries also requested functional units to coordinate in identifying, assessing specifically and properly determining the current situation and problems from management for fire prevention and fighting; review and finalize legal documents as a basis for the well-organized implementation of this work such as key issues related to construction investment management, appraisal, approval and licensing; urban infrastructure planning; project management and maintenance; formulating standards, technical regulations and scientific research; improving the system of legal documents; reviewing and amending a number of problems in QCVN 06:2021/BXD the national technical regulation on fire safety for houses and works; responsibility of organizations and individuals in fire cases.
Leaders of two ministries agreed to strengthen the information exchange between functional units of two ministries in detecting and handling violations of fire prevention and fighting in investing, construction and works operation.
