The Ministry of Construction’s Technical Infrastructure Department and the Asian Development Bank co-organized a Consultation workshop Improving energy efficiency and management in urban lighting in Vietnam on April 27th. Ms Mai Thi Lien Huong said that urban lighting was important section in the system of urban technical infrastructure works; ensured traffic safety; enhanced urban security order and increased urban aesthetics. Over the past 10 years, lighting in general and lighting in urban areas in Vietnam in particular has made great improvements. Lighting not only meets the requirements of lighting performance but also ensures efficiency and energy saving. To perform the functions and tasks assigned by the Government, the Ministry of Construction has drafted and submitted to the Government for promulgation Decree No. 79/2009/ND-CP on urban lighting management, Decision No. 1874/QD - TTg on Vietnam's urban lighting development orientation to 2025 and guiding circulars along with the system of technical regulations and standards, unit price norms for construction and maintenance of urban lighting systems.
According to Ms. Mai Thi Lien Huong, in the current context, many new factors have emerged such as changes in the policy system related to lighting management; new trends and technologies in the lighting field. The Ministry of Construction would continue to review and adjust the system of legal documents and policies as tools for performing state management in the field of urban technical infrastructure, smart and effective lighting.
Ms. Mai Thi Lien Huong highly appreciated and thanked the effective cooperation and support of ADB for the Ministry of Construction in the technical assistance project "Strengthening smart and efficient urban lighting management in Vietnam”, and wished that ADB would continue to accompany the Ministry of Construction in the field of urban lighting in particular and the fields of technical infrastructure in general.
Ms. Hyunjung ADB's senior energy economist briefly introduced and updated the progress of the Vietnam Smart and Efficient Lighting Project (SELP) under the Support F-TRTA technology with three main products: i) replicating street lighting projects in selected provinces in Vietnam; ii) policies and regulations for the energy efficiency (EE) sector including street lighting; iii) capacity building and awareness raising for project partners.

Overview of workshop
At the Workshop, project experts presented the following presentations: Energy audit results were carried out in 6 provinces and cities under the project scope for street lighting systems and public buildings; Key notes and recommendations on revision of technical regulations for public lighting (QCVN7-7 and TCVN333/259); International practices and investment models to improve energy efficiency in public lighting and public buildings in Vietnam.
The workshop also listened to the opinions of representatives of the provinces and cities within the scope of the project, representatives of ministries, experts, and discussed and exchanged many interesting contents about lighting technology, investment models in the field of lighting, lighting regulations and standards.
