Remove the difficulties in the development of social housing, housing for workers

Ministry of Construction in collaboration with VTC Digital Television Station (under the Voice of Vietnam) held the online talk show “Remove the difficulties in the development of social housing, housing for workers” on April 19^th. Deputy Minister Nguyen Van Sinh said that people's housing was one of the important issues which the Vietnam Party and State concerned. Over the years, Vietnam's legal system on housing has been increasingly updating, supplementing and perfecting, in order to encourage the development of social housing for policy beneficiaries, housing difficulties including workers in industrial zones.

According to the Ministry of Construction, up to now, the whole country has completed 275 social housing projects with the scale of about 147,000 apartments (equivalent to 7.35 million m2 of floor). 339 projects with the scale of about 371,500 apartments (equivalent to about 18.58 million m2 of floor) are being deployed. However, the results are still not as expected due to the lack of land fund to build social housing; problems in the investor selection procedure; lack of preferential capital and the incentive mechanism for investors.

In order to promptly remove difficulties and problems related to policies, the Ministry of Construction has drafted and submitted to the Government for promulgation Decree No. 49/2021/ND-CP dated April 1, 2021 amending and supplementing a number of articles of Decree No. 100/2015/ND-CP on development and management of social housing to basically solve some mentioned inadequacies and contribute to successful implementation dual goals “ensuring social security, promoting economic recovery and sustainable development, removing difficulties for businesses associated with supporting the development of the real estate market”.

Deputy Minister Sinh said that, after the Government issued Resolution No. 11/NQ-CP on the Socio-economic Development and Recovery Program and implemented Resolution No. 43/2022/QH15 of the National Assembly on fiscal and monetary policies supporting the Program, the Ministry of Construction has urgently implemented tasks such as: formulating and promulgating the Action Program; coordinating with the Bank for Social Policies to organize a nationwide online conference to implement Resolution No. 11/NQ-CP on the tasks of the bank; coordinating with the State Bank to develop a draft Decree on interest rate support from the state budget for loans of enterprises, cooperatives and business households according to Resolution No. 11/NQ-CP.

The seminar consisted of 2 discussion sessions: Session 1 - Implementation of 2 support packages for the Social Housing Development Program according to Resolution No. 11/NQ-CP of the Government; Session 2 - Remove policy bottlenecks to create incentives for businesses.

At the talk show, experts, representatives of businesses and localities actively discussed, exchanged and proposed solutions and good ways to promote the development of social housing and worker housing; make the most of the preferential support packages in terms of capital approved by the National Assembly and the Government in the Program of socio-economic recovery and development.
