Strengthening urban development management capacity to respond to climate change through building a management information system for urban planning and development in Vietnam

The Ministry of Construction of Vietnam and the Korea International Cooperation Agency in Vietnam (KOIKA) jointly held the kick-off ceremony of the technical assistance project "Strengthening capacity for urban development management to respond to climate change" through building a management information system for urban planning and development in Vietnam” (UPIS) on April 21st with the presence of Deputy Minister of Construction Bui Hong Minh - Head of the Project Steering Committee; Mr. Cho Han Deog - Country Director of KOICA Office in Vietnam; representatives of the Korean Embassy, local leaders participating in the project.

Deputy Minister Bui Hong Minh said that in Vietnam, urbanization has been happening rapidly, the urban system has been increasing rapidly in both size and number especially in the context of climate change - flooding, erosion, saltwater intrusion, abnormal temperature changes. Therefore, it is necessary to research and propose solutions to adapt to climate change through programs, land use plans, spatial organization and construction of suitable urban infrastructure systems.

According to Deputy Minister Bui Hong Minh, in order to develop appropriate and feasible solutions, it is necessary to have a database system on urban status, actual impacts of climate change, urban planning in progress and forecast climate change scenarios. Development of the planning information system also enhances transparency in implementation; provides planning information for the actors involved in urban development to implement effectively; strengthens decentralization in urban development and management. Development of the planning information system is one of the priority tasks of the construction industry in the coming years.

Country Director of KOICA Office in Vietnam Cho Han Deog highly appreciated the effective coordination between two sides in the process of project preparation and implementation and hoped that the success of the project would contribute to promote the relationship between Vietnam and Korea to a new height.

The UPIS project funded by the Korean Government through the KOICA Office in Vietnam, aims to: applying Korea's experience in building urban information systems in urban planning and development, strengthening the response to climate change in urban areas; enhancing publicity and transparency and providing information on urban planning and development to the people; supporting appraisal and approval of urban planning and development; staff training, technology transfer, capacity building in urban development and construction planning management.

The project consists of 6 components: Developing strategies and guiding the application of information technology in urban planning, development and management to respond to climate change in Vietnam; UPIS development; Implement UPIS in 3 pilot cities; Recommendations on the legal framework to apply the urban development and planning information management system; Capacity building; Providing equipment.

The project was implemented in 48 months, piloted in 3 cities: Phu Quoc (Kien Giang province); Thai Nguyen (Thai Nguyen province); Quy Nhon (Binh Dinh province).
