In the vibrant atmosphere of nationwide emulation activities celebrating the groundbreaking, inauguration, and technical opening of key projects and works towards the 14th National Congress of the Communist Party of Vietnam, on December 19th, 2025, in Ninh Binh Province, VICEM Tam Diep Cement Company (under the Vietnam Cement Corporation - VICEM) solemnly held the inauguration ceremony of the Waste Heat Recovery Power Generation Project at the Tam Diep Cement Plant.
Leaders of several units under the Ministry of Construction, representatives of the local authorities of Ninh Binh Province, leaders of the Vietnam Cement Corporation, along with a large number of officials, engineers, and employees of VICEM Tam Diep Cement Company attended the ceremony.
Address his remarks at the ceremony, Tran Anh Tuan, General Director of VICEM Tam Diep Cement Company, stated that the investment in the Waste Heat Recovery Power Generation Project was implemented in accordance with Decision No. 1266/QD-TTg dated August 18th, 2020, issued by the Prime Minister, approving the Strategy for the Development of Vietnam’s Building Materials Industry for the 2021-2030 period, with a vision toward 2050.

Leaders of units under the Ministry of Construction, leaders of the Vietnam Cement Corporation (VICEM), VICEM Tam Diep, and other delegates cut the ribbon to inaugurate the project.
Driven by the goal of efficiently utilizing waste heat from clinker production to generate electricity, thereby reducing energy costs, improving production efficiency, and contributing to environmental protection, VICEM Tam Diep Cement Company has focused its leadership and direction on the project, ensuring its implementation in accordance with the law, VICEM's regulations, and the company's policies. The implementation process has been conducted openly, transparently, and rigorously from the investment preparation stage to the execution phase.
The Waste Heat Recovery Power Generation Project at the Tam Diep Cement Plant has been invested with an installed capacity of 6.0 MW. The electricity generated is synchronized and supplied to the plant’s internal power grid and is not fed into the national grid. The facility is constructed entirely within the existing plant premises, with a land use area of approximately 1,200 m², in line with the site conditions and the current production line. The project was approved by the Vietnam Cement Corporation with a total investment of nearly VND 267 billion.
On June 26th, 2024, the project owner selected and signed the contract for the main package, “Design – Procurement of Materials and Equipment - Construction,” with a consortium of contractors. Following the phases of design, supply of materials and equipment, construction, installation, and trial operation, the project was completed in compliance with quality and safety requirements, and was finished approximately 1.5 months ahead of the scheduled target.

General Director Tran Anh Tuan emphasized that, by the time of inauguration, all components of the Waste Heat Recovery Power Generation Project at the Tam Diep Cement Plant had been completed, fully meeting technical requirements, qualifying for commercial operation, and achieving the set objectives. This outcome reflects the strong efforts and high determination of the company’s leadership, technical staff, and employees, together with the effective cooperation of domestic and international contractors and consulting units.
According to the company’s calculations, the facility will generate more than 36,000 MWh of electricity per year, meeting approximately 30% of the plant’s total power demand. This is equivalent to annual economic benefits of around VND 60 billion and helps reduce dependence on the national power grid. At the same time, the project contributes to lowering exhaust gas temperatures, fully recovering dust, saving input materials, and reducing emissions by about 26,000 tonnes of CO₂ (CO₂ equivalent) per year. Beyond delivering clear economic and environmental benefits, the project also holds significant social value by making stable contributions to the state budget and creating sustainable employment for local workers.

In his remarks at the ceremony, on behalf of the leadership of the Vietnam Cement Corporation, Deputy General Director Nguyen Thanh Tung stated that, in implementing the Strategy for the Development of Vietnam’s Building Materials Industry for the 2021-2030 period, with a vision toward 2050, as approved under Decision No. 1266/QD-TTg, to date, 100% of cement production lines with a capacity of 2,500 tonnes of clinker per day or more at VICEM-affiliated units have implemented or are implementing waste heat recovery power generation projects. Among these, the project at VICEM Tam Diep is the third VICEM project to be completed and put into operation, following those at VICEM But Son and VICEM Hoang Mai, ensuring adherence to the roadmap set out by the Prime Minister.
Tung added investing in waste heat recovery power generation systems is one of the key priorities in the sustainable development orientation of the Vietnam Cement Corporation.
Deputy General Director Nguyen Thanh Tung commended the spirit of solidarity and responsibility demonstrated by the leadership and workforce of VICEM Tam Diep, while also highly appreciating the close coordination and continuous efforts of contractors and consulting units on site that enabled the project to be completed ahead of schedule. He further expressed his gratitude for the timely attention and support from local authorities and residents, who provided favorable conditions for the project’s implementation.

With the practical benefits of the project the Deputy General Director of Vietnam Cement Corporation asked VICEM Tam Diep Cement Company to promptly put the facility into optimal operation, maximize economic and environmental efficiency; strictly comply with regulations on safety, environmental protection, and fire prevention. At the same time, it should continue to promote a proactive and creative spirit, cooperate closely with partners to replicate effective production models, contributing to the successful completion of production and business targets assigned by the Ministry of Construction and the Corporation, and gradually taking the enterprise to a new level of development.
The inauguration ceremony of the Project at VICEM Tam Diep Cement is not only a significant milestone for the enterprise itself, but also a clear demonstration of the Vietnamese cement industry’s determination to transform its growth model toward a green, sustainable, and efficient direction, making positive contributions to socio-economic development goals and environmental protection in the country’s new stage of development.
