Vietnam, China sign cooperation agreement on planning two railways

On the morning of March 25th, 2026, in Hanoi, Deputy Minister of Construction Nguyen Danh Huy and Minister-Counselor for Economic and Commercial Affairs of the Embassy of China in Vietnam Wu Guoquan jointly witnessed the signing ceremony of the Agreement on the implementation of the technical assistance project for the planning of standard-gauge railway lines Dong Dang – Hanoi and Mong Cai - Ha Long - Hai Phong of Vietnam. The agreement was signed between Tran Thien Canh, Director General of the Vietnam Railway Authority (under the Ministry of Construction of Vietnam), and Zhang Guanban, Director General of the Department of International Economic Cooperation (under the Ministry of Commerce of China).

According to Deputy Minister Nguyen Danh Huy, the signing of this Agreement is evidence of the practical and effective cooperation between the two Parties, the two States, and people of both countries. It also provides an important foundation for further promoting strategic infrastructure connectivity projects in the coming period, thereby enhancing transport capacity, facilitating trade, and supporting regional economic development.

Mr. Tran Thien Canh, Director General of the Vietnam Railway Authority, and Mr. Zhang Guanbin, Director General of the Department of International Economic Cooperation, signed an agreement to implement the project supporting the planning of standard-gauge railway lines for the Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong routes.

Also on the morning of March 25th, Deputy Minister Nguyen Danh Huy and leaders of the Vietnam Railway Authority held a working session with a delegation from the Department of International Economic Cooperation (Ministry of Commerce of China), led by Mr. Zhang Guanbin, Party Secretary and Director General of the Department. Mr. Wu Guoquan, Minister-Counselor of the Economic and Commercial Office of the Chinese Embassy in Vietnam, along with officials and experts from both sides attended the working session.

At the meeting, Director General Zhang Guanbin expressed his pleasure to meet and work with Deputy Minister Nguyen Danh Huy of the Ministry of Construction, and emphasized the goal of making progress in bilateral railway connectivity.

Director General Zhang Guanbin highly appreciated the participation of Deputy Minister Nguyen Danh Huy in the first meeting of the Vietnam-China Joint Railway Cooperation Committee, held in Beijing in September 2025, noting that it contributed to concretizing the common direction of high-ranking leaders of both countries in the railway sector.

According to Director General Zhang Guanbin, the Lao Cai - Hanoi - Hai Phong railway is one of the key projects in bilateral cooperation. Therefore, China has instructed the consulting firm Institute 4 and related units to expedite the implementation of related tasks and hand over the draft preliminary feasibility study report for the Lao Cai - Hanoi - Hai Phong railway project to Vietnam during this working session.

Speaking at the meeting, Deputy Minister Nguyen Danh Huy highly appreciated the close and responsible coordination between the relevant agencies of both countries in implementing technical assistance programs in recent times. He also noted that, in the recent period, particularly the official visit to Vietnam by General Secretary and President of China Xi Jinping in April 2025, cooperation in the railway sector has emerged as a highlight in bilateral economic relations, with a number of important cooperation documents have been signed and actively implemented.

Deputy Minister Nguyen Danh Huy acknowledged the attention and active support of the Ministry of Commerce of China, the Chinese Embassy in Vietnam, as well as the coordination effort of the relevant agencies and experts from both sides in recent times, affirming that these have been key factors contributing to the effective implementation of technical assistance programs in the railway sector.

Deputy Minister Nguyen Danh Huy proposed that the relevant agencies and units of both sides further enhance substantive and effective coordination, and proactively address emerging issues, thereby accelerating progress and ensuring the quality of projects in line with the directions of the high-ranking leaders of both countries.
