The Ministry of Construction held a ceremony to announce the operation of the National Database on Construction Activities and key digital systems and platforms of the industry on December 21st.

The Ministry of Construction is honored to welcome Comrade Pham Minh Chinh, Member of the Political Bureau and Prime Minister; and Comrade Tran Hong Ha, Member of the Central Committee of the Party and Deputy Prime Minister, to attend and direct the Conference reviewing the 2025 performance and officially launching  the nationwide deployment of the Ministry of Construction's digital platforms.

Addressing the remarks at the ceremony, Mr. Le Thanh Tung, Director of the Information Technology Center of the Ministry of Construction, stated that in implementing Resolution No. 57-NQ/TW dated December 22nd, 2024 of the Politburo on breakthroughs in the development of science and technology, innovation, and national digital transformation; Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee; and Government Resolution No. 71/NQ-CP dated April 1, 2025, the Ministry of Construction has, over the past period, focused on leadership and direction in implementing assigned digital transformation tasks, regarding this as a key mission to be carried out regularly and continuously.

Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha, and leaders of central agencies listened to a presentation by leaders of the Ministry of Construction on the National Information System and Database on Construction Activities.

 Key tasks include: Completing the construction of the national database and specialized databases to serve the direction and management work based on digital data; Restructuring the process of handling administrative procedures, reducing the number of documents to be submitted or presented based on existing data; Promoting the development of smart cities in localities.

Government leaders, leaders of the Ministry of Construction, and representatives from various ministries and sectors attended the ceremony to announce the launch of the National Database on Construction Activities and key digital systems and platforms of the Construction Industry.

According to the report by the Director of the IT Center, based on coordination with ministries and sectors such as the Ministry of Public Security and the Ministry of Science and Technology, local authorities, and partner units including the Vietnam Posts and Telecommunications Group (VNPT) and the Military Industry and Telecommunications Group (Viettel), to date the Ministry of Construction has completed key tasks related to the development of the National Database on Construction Activities, 9 specialized sectoral databases, the centralized administrative procedure processing system at the local level, and the National Smart Urban Information Portal.

These systems have now been introduced and training has been provided, and they are ready for official nationwide deployment from January 1st, 2026, in accordance with the directives of the Central Steering Committee and the Prime Minister," reported Mr. Le Thanh Tung. He also added that today the Ministry of Construction is announcing the nationwide operational launch of the above-mentioned information systems, marking a new milestone in the Ministry’s digital transformation process and demonstrating its commitment to carrying out the assigned digital transformation tasks.

The ceremony announcing the operation of key databases and digital platforms is also a testament to the Ministry of Construction's efforts in organizing and implementing the tasks assigned by the Central Steering Committee and the Government; demonstrating the Ministry of Construction's strongest commitment to the tasks assigned by the Central Steering Committee and the Government.

This event marks an important shift in the process of creating a unified data ecosystem for the construction sector, moving from traditional management to digital management, from manual processing to data-driven operations, contributing to the development of a modern, transparent, and efficient construction sector that better serves citizens and businesses.

At the ceremony, the Ministry of Construction officially announced the operation of: (1) the National Database on Construction Activities and nine specialized sectoral databases, including: 1) the Vehicle Inspection Database; 2) the Road Transport Infrastructure Database; 3) the Railway Infrastructure Database; 4) the Aviation Infrastructure Database; 5) the Database on Ships and Seafarers in the Maritime Sector; 6) the Database on Professional Capacity in Construction Activities; 7) the Database on Clean Water Supply and Urban Drainage; 8) the Database on Urban Development; and 9) the Housing and Real Estate Market Information System, serving state management, administration, policy formulation, and providing shared data for agencies, organizations, and businesses; (2) The Information System for Administrative Procedure Processing in the fields of construction and transport at the local level, deployed under a centralized and unified model nationwide; (3) The National Smart Urban Information Portal, serving as an integrated platform for data connection and sharing, providing information to support smart and sustainable urban management and development.

The synchronized operation of the databases and information systems marks an important step in the digital transformation of the construction sector, contributing to: The establishment of a unified, synchronized, and interconnected digital data infrastructure from the central to local levels, serving as a foundation for modern, transparent, and data-driven management; Improving the efficiency of administrative procedure processing, reducing time and costs for citizens and businesses, and enhancing monitoring, oversight, and evaluation of public service quality; Supporting leadership, administration, forecasting, and policy-making in the fields of construction, urban development, and technical infrastructure; Providing a foundation for connecting and sharing data with ministries, sectors, and local authorities, promoting the development of Digital Government, the digital economy, and smart cities.
