According to the 2026 Administrative Reform Plan, the Ministry of Construction aims to ensure that 100% of administrative procedures related to businesses are carried out online, smoothly, and seamlessly, minimizing paperwork.

The Ministry of Construction has just issued the 2026 Administrative Reform Plan. According to the plan's objectives, the Ministry of Construction will continue to improve the institutional system in the construction and transportation sectors to develop a socialist-oriented market economy and better address the relationship between the State and the market.

The Ministry of Construction will strengthen the application of information technology in the implementation and resolution of administrative procedures.

In addition, efforts are being made to improve the institutional and legal frameworks to promote the digital transformation process, effectively supporting the development of digital government, the digital economy, and digital society.

Priority is placed on comprehensively and qualitatively improving and effectively implementing the legal system, mechanisms, and policies to create a favorable, healthy, and fair investment and business environment for all economic sectors, and fostering innovation.

Reduce and simplify 100% of unnecessary, conflicting, overlapping, or vague and unclear business investment conditions; abolish 100% of business investment conditions for sectors and trades that are not included in the list of conditional business lines stipulated by the Investment Law.

Reduce administrative procedure processing time by 20% and compliance costs by 20%; ensure that 100% of information, documents, and materials in administrative procedures related to production and business activities are provided only once to state administrative agencies; and ensure that 100% of administrative procedures stipulated in technical regulations and mandatory standards are published, reviewed, reduced, and simplified.

Enhance the application of information technology in the implementation and resolution of administrative procedures, and continue to accelerate the roadmap for providing online public services, ensuring that 100% of eligible administrative procedures can be carried out fully online.

Continue digitizing the results of administrative procedures under the authority of the Ministry of Construction that remain valid and in use, maintaining the digitization of 100% of valid administrative procedure outcomes to ensure data connectivity and sharing in the electronic processing of procedures, with at least 80% of digitized information and data being reused and exploited.

Ensure that 100% of administrative procedures related to businesses are carried out online smoothly and effectively, ensuring transparency and minimizing paperwork. At least 90% of administrative procedures between the Ministry of Construction and other state administrative agencies, as well as internal administrative procedures within the Ministry of Construction, shall be announced, publicly disclosed, and updated timely.

The satisfaction rate of citizens and businesses with the handling of administrative procedures and the services provided by state administrative agencies in the construction sector shall reach at least 95%…

The Ministry of Construction continue to study and propose improvements to the functions, duties, and authorities, and to consolidate the organizational structure of the Ministry in line with the guidelines of the Central Committee and the Government; review and reorganize agencies and units under the Ministry, as well as their internal organizations, toward a streamlined structure with a rational organization and enhanced operational efficiency.

At the same time, the Ministry of Construction strongly reforms the mechanisms for allocating and using the state budget for administrative agencies and public service units in association with assigned tasks and output-based results, in order to enhance autonomy and accountability, promote creativity, improve the quality and effectiveness of operations, and strengthen corruption control within agencies and units.

Innovate working methods and improve operational efficiency, ensuring that 100% of work files at the Ministry of Construction are processed in the electronic environment and personal digital signatures are used in handling official tasks.
