According to the assessment results on the National Public Service Portal, the Ministry of Construction consistently ranked first among ministries and agencies in terms of the quality of public service delivery in 2025. The satisfaction level of citizens and businesses when using public services at the Ministry is 93.3%.
After nearly a year of implementing Resolution No. 57-NQ/TW dated December 22nd, 2024, of the Politburo on breakthroughs in the development of science, technology, innovation, and national digital transformation, the Ministry of Construction has achieved significant results, creating clear changes in digital transformation and administrative reform.

Tasks have been implemented synchronously, focusing on completing the specialized database system and the national database; regularly reviewing and restructuring administrative procedures; and promoting the provision of online public services to citizens and businesses.
Deputy Minister of Construction Nguyen Viet Hung remarked that, to achieve the above results, the leadership of the Ministry of Construction has decisively directed the implementation, closely monitored objectives and timelines, and clearly assigned responsibilities to each unit. The monitoring and reporting of tasks, as well as the receiving and processing of feedback and suggestions, have been carried out regularly and synchronously.
As a result, the Ministry's implementation of Resolution No. 57-NQ/TW, as stipulated in Resolution No. 71/NQ-CP (dated April 1, 2025, amending and supplementing the Government's Action Program to implement Resolution No. 57-NQ/TW), has been on the right track, achieving high efficiency and meeting the requirements of the Central Steering Committee and the Government Steering Committee.
Deputy Minister Nguyen Viet Hung stated that the Ministry has held numerous meetings to direct the implementation of tasks related to digital transformation.
The focus is on promoting the quality of online public service delivery, directing the survey and assessment of the current status of specialized databases assigned for implementation in Resolution No. 71/NQ-CP and Plan No. 02-KH/BCĐTW dated June 19, 2025, on promoting interconnected, synchronized, rapid, and effective digital transformation to meet the requirements of reorganizing the whole apparatus of government.
Based on that, the Ministry of Construction issued a framework plan in Document No. 8231/KH-BCĐ dated August 12, 2025.
Units under the Ministry have advised and submitted to the Ministry detailed plans for the implementation of specialized databases as required, to be completed in 2025.

For databases that have already been built and are usable, the Ministry has directed relevant units to urgently add functions to synchronize data with the Ministry’s shared database, with implementation starting as early as October 2025.
Under the assignment of the Minister, Deputy Minister Nguyễn Việt Hùng has signed and issued multiple official documents to the Ministry of Public Security, the Ministry of Finance, the Ministry of Agriculture and Environment, and the Government Office to promote data sharing and connectivity among state agencies. He also called on relevant agencies to coordinate in implementing technical solutions, improving infrastructure, and ensuring effective data connection, interoperability, and utilization to support state management and the provision of public services.
This demonstrates that the Ministry of Construction’s overall direction and administration have been carried out in a systematic and decisive manner.
The Ministry's leadership has demonstrated a proactive role in ensuring the objectives, requirements, and implementation schedule; promptly issued plans and directives to concretize tasks, clearly assigned responsibilities to each unit within the Ministry, ensuring consistency and continuity in implementation.
Issues arising during implementation have been directed to be handled timely and flexibly, helping to remove obstacles and ensure the progress and quality of digital transformation and administrative reform tasks.
