This is one of HUD Corporation’s important events, contributing alongside the construction sector to the implementation of Prime Minister’s Directive No. 224/CD-TTg dated November 20th, 2025, on promptly preparing for the inauguration and groundbreaking of large-scale, meaningful projects and works to celebrate the 14th National Party Congress.
Attending the ceremony were Deputy Minister of Construction Nguyễn Văn Sinh; Deputy Secretary of the Provincial Party Committee and Chairman of the Quảng Ngãi Provincial People’s Committee Nguyen Hoang Giang; along with provincial leaders and representatives of relevant departments and local authorities.

Quang Ngai is a locality with many famous scenic spots such as Ly Son Island, My Khe Beach, Tra Khuc River, and especially with its synchronized transportation infrastructure, including the Dung Quat Economic Zone - a key oil refining and industrial center of the country. Quang Ngai is one of the localities with great potential for strong development in the coming time.
The Phu My New Urban Area project, covering approximately 123 hectares in Cam Thanh ward and An Phu commune, is being developed by HUD Corporation with a comprehensive model featuring modern technical infrastructure, centralized parks and green spaces, public facilities, and residential housing.
According to HUD, the project covers an area of more than 1.55 hectares, comprising two 9-storey buildings with a total floor area of approximately 29,000 square meters. The ground floor will accommodate public facilities, commercial services, and parking areas, while the upper floors will provide nearly 300 apartments, ranging from 58 to 70 square meters.
The project is designed in a modern style, optimizing space utilization, natural lighting, and ventilation, and integrating comprehensive amenities such as parking areas, children’s playgrounds, green spaces, swimming pool, and a closed security system.

Speaking at the groundbreaking ceremony, Deputy Minister Nguyen Van Sinh stated that in recent years, the development of social housing has consistently been identified by the Party, the National Assembly, the Government, and the Prime Minister as one of the key tasks, both in terms of social welfare and as a driving force for sustainable socio-economic development.
The year 2025 has been identified as a milestone marking a strong shift in completing the institutional framework for social housing development. Based on the Ministry of Construction’s recommendations, the National Assembly issued Resolution 201/2025/QH15, piloting several important special mechanisms to streamline investment procedures, diversify funding sources, and expand beneficiary groups. Subsequently, the Government also issued Decree 192/2025/ND-CP, providing detailed regulations on assigning investors without bidding, applying standard or typical designs, and completing the methods for determining the sale and rent-to-own prices of social housing.
“Currently, the Ministry of Construction is urgently finalizing and submitting to the Government a Resolution on certain special mechanisms to address difficulties and obstacles arising from legal regulations in social housing development. Once issued, the Resolution will provide an important legal basis to remove bottlenecks in planning, investment procedures, and processes; shorten project preparation time; and expand access to social housing for groups in needs,” emphasized Deputy Minister Nguyen Van Sinh.

Deputy Secretary of the Provincial Party Committee and Chairman of the Quang Ngai Provincial People’s Committee Nguyen Hoang Giang spoke at the groundbreaking ceremony.
According to Deputy Minister Nguyen Van Sinh, in recent years, the Provincial Party Committee, the People’s Council, and the Provincial People’s Committee of Quang Ngai have made significant efforts in planning, allocating land, and promptly resolving difficulties and obstacles to promote investment and construction of social housing projects in the area. This aims to meet the increasing housing needs of workers, laborers, experts, engineers, and young intellectuals. As a result, during the 2021-2024 period, the province completed 144 social housing units, and in 2025, 268 units were completed, exceeding the targets set by the Prime Minister and making an important contribution to the national social housing stock.
Deputy Minister Nguyen Van Sinh evaluated that the project’s investor, the Housing and Urban Development Corporation (HUD), has many years of experience in investing in and developing urban and housing projects. In 2025, the Corporation initiated numerous social housing projects totaling nearly 1,900 units across various localities, making a significant contribution to the national social housing stock.
Speaking at the ceremony, Chairman Nguyen Hoang Giang affirmed that the HUD - Phu My Social Housing Project (Phase I) is an important component of Quảng Ngãi’s social housing development plan toward 2030, targeting 8,500 social housing units.
He highly appreciated HUD’s efforts and commitment, emphasized the province’s determination to create favorable conditions for investors to ensure project efficiency and sustainability.

Speaking at the groundbreaking ceremony, Mr. Dau Minh Thanh, Party Secretary and Chairman of the Board of Members of HUD Corporation, said that in 2025, along with the HUD - Phu My social housing project currently under construction, HUD has commenced construction on 7 social housing projects with a total floor area of nearly 200,000 m², comprising nearly 1,900 apartments.
The 6th Party Congress of HUD Corporation for the 2025-2030 term has set a new development target of 16,800 housing units with a total floor area of 1.5 million m² during the 2025-2030 period, aiming to promote the role of the state-owned enterprise, realize Directive No. 34 of the Party Secretariat, and meet the housing needs of the people.
He also emphasized that with over 36 years of experience and a strong development tradition, HUD Corporation would focus its resources, closely coordinate with relevant agencies, and direct the design, construction, and supervision units to implement the project ensuring quality, progress, and safety, while completing and handing over the projects in line with the set objectives.
