Vietnam’s Ministry of Construction (MoC) and the World Bank in Vietnam signed the Memorandum of Understanding (MoU) on sustainable urban and infrastructure development partner for 2017 – 2021 on June 28th in presence of Minister of Construction – Pham Hong Ha, Deputy Minister of Construction – Phan Thi My Linh, World Bank Country Director for Vietnam – Ousmane Dione.

Speaking at the ceremony, Minister Pham Hong Ha said, World Bank has helped the MoC in implementing many practical and effective activities, especially the successful organization APEC 2017 Dialogue Conference on Sustainable Urban Development. Currently, the MoC is advising the government on major directions for urban development, particularly improving the capacity of urban management staff.
Minister Pham Hong Ha believed that the signing between two sides would help the relationship to be expanded and further developed in the future.
The World Bank Country Director for Vietnam - Mr Ousmane Dione stated that the signing of the memorandum is a necessary and important process in bilateral cooperation.
Under the MoU, the two sides will foster cooperation and technical support, improve capacity and share experience in perfecting legal documents, regulations and mechanisms on urban management and development and water sector; urban management through training for the Academy of Managers for Construction and Cities (AMC); and adjusting national urban development planning and building the national urban development programme for 2021-2030 and regional development initiatives; as well as building effective tools in preparation for urban development projects to address the challenges of urbanisation.
Cooperation between the two sides also covered reforms in the water sector, including water prices, the participation of the private sector and learning from water supply models and service standards; incorporating urban resilience into flood risk and urban water supply management.
