According to reprensentative of Provincial Department of Construction, Bac Kan is the center of the Northern midlands and mountainous; located on the important tourist route of nation and internation, with abundant forest resources and landscapes (the most famoust is Ba Be Lake). However, with mountainous province characteristics, Bac Kan still faced with many difficulties in developing economic – social. In late 2016, the People’s Committee of Bac Kan has approved the schemes “Overall Planning of Urban systems and Rural residential areas in Bac Kan by 2020”, as the basis for oriented development of Urban systems and Rural residential areas in the province. After 10 years of implementing, Bac Kan province presented several limiatations which should be timely adjusted. The task has been made to perform the directive of the Prime Minister in Directive No 2178/CT-TTg dated December 2nd, 2010 “On Enhance the Planning Task” and MOC’s Document No. 2454/BXD-KTQH “On Review and Adjust Province Region Construction Planning”, while stimultaneously implemented the objective of sustainable constructing and developing Bac Kan province based on exploiting the province’s available potential advantages, overcoming the current limitations and difficulties.
At the meeting, the basis contents of the planning task were specificallly presented by consultants such as evaluating the current state regional development, determining the vision and goals for regional development, orienting organization space area…
Appraisal Council essentially agreed with the content and the necessity of the Task. In addition, the Chairman of the Council – Deputy Minister Toan noted that People’s Committee to closely coordinate with consultants in clearly defining the regional relationship between Bac Kan and surrounding provinces, determining the tourism motivated development and development resources – especially human resources. Deputy Minister handed over People’s Committee and consultants to complete the draft report, so that MOC grounded and presented Prime Minister in approving the Task.
