On the morning of November 9th, in Dinh Phong commune, Cao Bang province, Minister of Construction Tran Hong Minh attended and launched the groundbreaking ceremony for the Dinh Phong Primary and Secondary Inter-level Boarding School project in Dinh Phong commune, Cao Bang province.

Speaking at the groundbreaking ceremony, Minister Tran Hong Minh sent his best wishes to teachers on the occasion of the 43rd anniversary of Vietnam Teachers' Day (November 20), especially teachers working in mountainous, border, remote and isolated areas, who silently contribute and overcome difficulties to bring the light of knowledge to students.

“The groundbreaking ceremony for the construction of the Đinh Phong Primary and Secondary Inter-level Boarding School and nine other school sites in the communes of Tra Linh, Truong Ha, Lung Nam, Quang Han, Tong Cot, Đam Thuy, Quang Trung, Ha Lang, and Đuc Long is an event of profound political and social significance. This is a concrete step in implementing the Party’s policy on investing in school construction for border communes, aiming toward the goal of completing 248 schools in border areas nationwide, ensuring that each border commune has at least one spacious and modern school.
Party has always identified education as a top national priority and a key driving force for the country’s sustainable development. Over the years, despite many difficulties, the Party and the State have devoted considerable attention to border regions. However, in reality, the school system especially inter-level boarding schools in border communes, including those in Cao Bằng Province remains limitation, resulting in the learning conditions of the students.
Minister Tran Hong Minh affirmed, the Dinh Phong Primary and Secondary Inter-level Boarding School project, together with 9 schools with synchronous and modern investment, when put into operation, will help thousands of students in the border area study and develop comprehensively in knowledge, skills, physical strength, spirit and personality.
The project will contribute to preserving cultural identity, creating a source of future cadres for the locality, and strengthening national defense and security in the border area. It is meant to reflect the strong determination and close coordination across the entire political system in caring for students in border areas.

Minister Tran Hong Minh suggested: The Provincial Party Committee and People's Committee of Cao Bang province should identify this as a key political task, resolutely direct the work of site preparation, infrastructure, capital disbursement, ensuring the right progress, right quality, right law; absolutely not allowing negativity and waste to occur. Consulting, design, construction and supervision units need to do it with all their heart and the highest sense of responsibility, considering this a project of honor, of the people's trust; construction must ensure quality, technique, aesthetics, safety, worthy of being a model school in the border area. Relevant departments, branches, sectors of the province and mass organizations need to strengthen propaganda, mobilize the participation of the community, businesses, social organizations; create consensus and spread the spirit of "the whole society for children in the border area". After the project is completed, it is necessary to pay attention to organizing teaching and learning well; Linking literacy with teaching people, moral education, love of homeland, country and spirit of national solidarity.

Speaking at the ceremony, Provincial Party Secretary Quan Minh Cuong said Dinh Phong Commune is located in a particularly important border area of Cao Bang province, directly connected to Tra Linh Border Gate Economic Zone and Ban Gioc Waterfall National Tourist Area. Therefore, the investment in building a school here not only has educational significance but also has strategic value in developing social infrastructure serving the border gate economic zone and key tourist areas of the province, creating a foundation for the harmonious development of education - economy - tourism - culture - national defense and security.
Together with the Dong Dang - Tra Linh and Bac Kan - Cao Bang expressways being implemented and border infrastructure development projects, today's project is an important link in the chain of projects to create new development space for the province, aiming at the goal of "Building a green, dynamic and developed Cao Bang".
He added, the Dinh Phong Primary and Secondary Inter level Boarding School project is invested on an area of 5 hectares, with a total investment of 210 billion VND from the central budget, with a scale of 32 classrooms with 1,120 students. The project is designed to be modern, friendly, adaptable to the natural conditions of the mountainous region, aiming to meet national standards, with full items classrooms, student-teacher dormitory, library, multi-purpose house, kitchen area and synchronous green landscape.
When completed, this school will become a shared home for the children of all ethnic groups in Đinh Phong Commune in particular and Cao Bang Province in general, where students can study and train in a fully equipped, safe, and friendly environment. It will also serve as a model boarding school in the northern border region, contributing to improving educational quality, stabilizing the population, and strengthening the great national unity. Therefore, the project owner - the Cao Bằng Provincial Project Management Board for Investment and Construction and construction contractors, uphpold their sense of responsibility, organize construction in the spirit of “three shifts, four crews”, working through sun and rain, holidays and Tết, ensuring quality, aesthetics, and absolute labor safety, and completing the project on schedule, before August 15th, 2026
