On November 13th, Deputy Minister Nguyen Viet Hung and his delegation inspected the field and resolved difficulties in the process of completing the Nha Trang - Cam Lam, Cam Lam - Vinh Hao and Vinh Hao - Phan Thiet expressway projects.

Focus on completing the existing, ensuring synchronous exploitation from January 1st, 2026

At the meeting, Deputy Minister Nguyen Viet Hung acknowledged and highly appreciated the efforts of the Project Management Board (PMU), investors, project enterprises and local authorities in completing and putting into operation these three important expressway sections.

He affirmed that the results achieved demonstrated effective coordination between ministries, branches, localities and investors. He emphasized that the opening of the expressway is just the beginning, the projects will be considered fully completed when all auxiliary items and arising sites have been completely handled.

Hung asked relevant agencies and units to concentrate on thoroughly handling the existing problems, completing all items of the three expressway projects to ensure progress, quality, safety and best serve the people, contributing to promoting socio-economic development of localities.

The goal is to put all items such as rest stops, residential roads, intelligent traffic management systems (ITS) and intersections into synchronous operation from January 1, 2026.

For Khanh Hoa province, the Deputy Minister requested the locality to urgently resolve the existing problems regarding the site; must complete the relocation of the D150 water supply system, ensuring completion in December 2025.

For Lam Dong province, he requested the locality to continually resolve the minor problems, especially speeding up the land clearance at the three vehicle turnaround areas, addressing flooding problems, and completing these tasks within November 2025 to ensure construction-ready sites. He also added compensation for people must be completed before Tet to avoid backlogs that affect the overall progress.

Requesting project management boards and contractors to mobilize maximum resources

For the Ho Chi Minh Road Project Management Board, the Deputy Minister requested investors to urgently complete the construction procedures for the rest stop, ensure completion and put into operation from January 1st, 2026 according to the direction of the Prime Minister. The Board must coordinate with the Department of Industry and Trade of Khanh Hoa province to relocate two 220kV power lines at Km17+980 and Km22+423.

For Project Management Board 85, the Deputy Minister directed the coordination with localities to accelerate site clearance at the remaining frontage road locations, promptly transfer compensation payment funds, and organize construction as soon as the site is available.

The Board needs to urgently complete the Thuan Nam intersection in December 2025 and guide investors to complete the construction documents for the rest stop.

For Project Management Board 7, the Deputy Minister requested to focus on maximum human resources and equipment, especially the ITS system packages, which must be completed in December 2025 to put into synchronous operation from January 1, 2026.

The Board needs to coordinate with Lam Dong province to completely resolve the land clearance problems at the turn-around location and the rest stop of more than 9 hectares, ensuring disbursement and compensation payment to people before Lunar new year.

Deputy Minister Nguyen Viet Hung emphasized that project enterprises and contractors must seriously implement the direction of the Project Management Board and local authorities, closely coordinate, and mobilize sufficient human resources and equipment to complete all remaining items.

Mr. Nguyen Viet Hai, Chairman of the Board of Directors of Son Hai Group, proposed to remove obstacles in the Nha Trang - Cam Lam expressway project.

Land issues, some items at risk of being behind schedule

Reporting to Deputy Minister Nguyen Viet Hung, leaders of the Project Management Boards said that the expressway projects of Nha Trang - Cam Lam, Cam Lam - Vinh Hao and Vinh Hao - Phan Thiet are being focused on completion, but there are still some land issues affecting progress.

Mr. Le Thanh Binh, Deputy Director of Ho Chi Minh Road Project Management Board, presented the remaining difficulties.

The Ho Chi Minh Road Project Management Board (the state authority for the Nha Trang – Cam Lam project) reported that at the rest stop at Km33+930, 45 out of 50 cases have been handed over (more than 91%), with the remaining 5 cases currently finalizing compensation, expected to be completed before November 18th, 2025.

The investor has already carried out land leveling and is preparing for construction; the detailed design documents and cost estimates are being submitted for appraisal. However, there are still two locations along the route where the 220kV power lines do not yet meet clearance requirements.

The Committee recommends that the Ministry of Construction direct the investor to speed up the construction progress and that the Khanh Hoa Provincial People's Committee promptly receive, manage, and maintain the access road and overpass after the project is completed.

The representative of Project Management Board 85 (Cam Lam - Vinh Hao project) reported that during the construction process, a D150 water supply pipeline running along Provincial Road 709 had not been relocated. Land clearance for the Km90+900 Rest Stop was basically completed, with only two households waiting to complete the procedures, expected to be completed before November 20th, 2025.

Khanh Hoa Province proposed adding a system of residential road, which has been approved by the Ministry of Construction. The Board has handed over all 25 sections; of these, 2 sections serving the Trung Nam wind power plant have been completed, while the remaining 23 sections must be extended due to late handover. The Board requested that the locality accelerate land clearance to meet the schedule.

Mr. Pham Quoc Huy, Deputy Director of Project Management Board 7 reported on difficulties at the Vinh Hao - Phan Thiet expressway project.

A representative of Project Management Board 7 (the investor of Vinh Hao - Phan Thiet Expressway) said that the Km205+092 rest stop has handed over 100% of the site, is under construction, and is expected to be put into operation in early January 2026. The Km144+560 station alone has only handed over more than 15%, with 9 hectares yet to be handed over.

The U-turn section of the ITS system has 3/9 locations without site. The Board requested the locality to hand over in November 2025 to ensure synchronous operation from January 1st, 2026.

Currently, the construction package for ITS, ETC and vehicle load testing station has reached 98% of the volume, expected to be completed on December 31, 2025. At the same time, Project Management Board 7 also proposed solutions to prevent local flooding by expanding the culvert aperture, dredging and reinforcing streams and drainage ditches along the route.
