On November 14th, 2025, Deputy Minister of Construction Pham Minh Ha - Head of the Ministry of Construction's working delegation inspected the implementation of the Cao Lanh - Lo Te route upgrading investment project in Dong Thap province and Can Tho city (Cao Lanh - Lo Te project), and the Lo Te - Rach Soi road surface upgrading investment project in Can Tho city and Kien Giang province (Lo Te - Rach Soi project). Attending the inspection delegation were representatives of the Vietnam Road Administration, My Thuan Project Management Board, consulting units and construction contractors.
After listening to the investor's report and the opinions of participating units, Deputy Minister Pham Minh Ha directly inspected the construction site at a number of construction locations, including the Lo Te intersection and Rach Vuot bridge of the Cao Lanh - Lo Te Project, and the emergency lane area at Km2176+600 - Km2176+870 of the Lo Te - Rach Soi Project. According to the updated report, the Cao Lanh - Lo Te Project has reached 95.2% of the contract value and is guaranteed to be completed in December 2025. For the Lo Te - Rach Soi Project, the construction volume has reached 99.8% of the original contract and 92% of the contract value after adjusting and adding traffic safety items, meeting the completion schedule in November 2025.

Deputy Minister Pham Minh Ha directly inspected the construction site.
To ensure the goal of completing the projects by December 19th, 2025, contributing to the completion of the target of 3,000km of expressway nationwide as directed by the Prime Minister, Ha asked the My Thuan Project Management Board and contractors to continue to promote the sense of responsibility and make outstanding efforts in organizing construction. Units need to mobilize full financial resources, supplement machinery, equipment, human resources and materials; proactively overcome weather difficulties; organize construction in "3 shifts, 4 teams" to maintain synchronous progress along the entire route.
The Deputy Minister asked the prompt completion of the plan to adjust and increase the clearance height of the Rach Vuot Bridge, ensuring it is finished before December 5th, 2025. He also urged accelerating the construction of traffic safety items, frontage roads, and the remaining components of the project within November 2025. In addition, contractors need to speed up site cleaning, remove excess materials, and ensure both traffic safety and the aesthetics of the route after construction. The Project Management Unit must urgently disburse the allocated funds to facilitate the actual construction progress.
Ha asked units to coordinate closely and promptly address any emerging obstacles to avoid bunching the workload toward the final stage. Once completed, the projects would help improve the transportation infrastructure network in the Mekong Delta region, enhance regional connectivity, promote socio-economic development, and strengthen traffic safety along the entire route.
