The Ministry of Construction achieved many practical results in the Month of Action on Occupational Safety and Hygiene in 2025

On November 7th, 2025, in Hanoi, the Central Steering Committee for the Month of Action on Occupational Safety and Hygiene held a conference to review the Month of Action on Occupational Safety and Hygiene (OSH) in 2025 and deploy the plan for 2026. The conference aimed to comprehensively evaluate the results achieved, draw lessons from existing problems, and unify the directions and tasks for the coming period.

Attending and chairing the conference were comrade Nguyen Manh Khuong - Deputy Minister of Home Affairs, Deputy Head of the Central Steering Committee; comrade Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, Deputy Head of the Central Steering Committee; Director of the State Appraisal Department of Construction Quality (under the Ministry of Construction) Hoang Hai.

At the conference, Deputy Minister of Home Affairs Nguyễn Mạnh Khương stated that in 2025, the Central Steering Committee, in coordination with the Vietnam General Confederation of Labour as co-chairs, successfully and solemnly organized the launching ceremony of the Action Month for Occupational Safety and Hygiene and Workers’ Month 2025, along with many practical activities and events across the country. The activities of the OSH Action Month and Workers’ Month received widespread attention and active participation from most ministries, sectors, localities, businesses, numerous media agencies, and workers nationwide.

Responding to the Month of Action on Occupational Safety and Hygiene 2025, as a member agency of the Central Steering Committee, the Ministry of Construction has seriously and synchronously implemented and achieved many outstanding results in the Month of Action on Occupational Safety and Hygiene 2025, contributing to raising awareness of law compliance, improving working conditions and minimizing occupational accidents in the industry.

Deputy Minister of Home Affairs Nguyen Manh Khuong and Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu co-chaired the Conference.

At the beginning of the year, the Ministry of Construction issued Decision No. 511/QD-BXD dated April 29, 2025 on the Plan to organize the Action Month on Occupational Safety and Hygiene in 2025 with the theme "Strengthening assessment, identification of risks and proactively implementing measures to ensure occupational safety and health at workplaces, construction works, traffic and transport activities, especially key national projects and large projects".

In implementing this plan, the Ministry of Construction and its affiliated agencies, units, and enterprises organized numerous practical activities, creating a communication peak to raise awareness and promote concrete actions throughout the entire sector.

One of the most notable activities was the Launching Ceremony of the Action Month for Occupational Safety and Hygiene (OSH) and the Workers’ Month 2025, held on May 16th, 2025, in Đông Anh (Hanoi). The event was attended by more than 250 representatives from units, enterprises, trade unions, and workers in the construction sector. Following the launching ceremony, agencies and units under the Ministry organized 73 grassroots-level launching events, attracting nearly 15,000 participants and creating a strong, widespread impact throughout the sector.

The Ministry of Construction has focused on widely disseminating and popularizing the law on occupational safety and hygiene. Agencies and units under the Ministry have published more than 2,700 propaganda publications, hung nearly 1,000 banners and slogans, and posted 135 news, articles, and reports on mass media and electronic information portals, contributing to raising awareness among workers and employers about the importance of occupational safety and hygiene.

To support the implementation of technical regulations, the Ministry of Construction has directed the State Appraisal Department of Construction Quality to compile two technical guidance documents: “Guidelines for safety when working at height” and “Guidelines for safety when working in confined spaces at construction sites”. The conference to disseminate these two documents was held on July 29, 2025 in Hanoi, with nearly 200 delegates from agencies, localities and enterprises attending.

In parallel with communication efforts, the Ministry of Construction has also strengthened inspection, supervision, and guidance on the implementation of occupational safety and hygiene. During the Action Month, the sector conducted approximately 463 OSH inspections at construction sites, projects, and workplaces, detected and addressed 30 violations, identified 265 hazards and risks, updated 49 safety procedures and regulations, and carried out occupational environment monitoring at 30 establishments.

Notably, the Ministry of Construction organized two specialized inspection teams in Hanoi and Thanh Hoa, conducting direct inspections of five construction works and projects involving 25 construction entities, with the aim of guiding and rectifying compliance with OSH regulations in construction activities. In addition, the Ministry’s specialized agencies integrated OSH inspection content into the acceptance process of more than 50 projects and works nationwide, including nine national key projects celebrating major national holidays.

In addition, training and education on OSH continued to be strengthened. In 2025, units under the Ministry organized 192 OSH training courses for more than 9,000 workers and conducted 25 periodic health checkups for employees, helping improve their knowledge and skills in accident prevention and health protection in the workplace.

The Vietnam Construction Trade Union, together with grassroots trade union organizations, carried out many humanitarian activities to support workers. During the Action Month, the sector’s Trade Union presented 100 gift packages, each worth 1 million VND, to 100 union members in difficult circumstances, and also visited and encouraged victims and families of victims of occupational accidents and diseases. These efforts reflected a spirit of sharing and solidarity, helping to spread a culture of safety in labor and production.

Thanks to the synchronous and drastic participation of all levels, sectors and enterprises, the Ministry of Construction has completed 100% of the tasks and solutions in the Plan to organize the Occupational Safety and Hygiene Action Month in 2025. Thereby, the Ministry's occupational safety and hygiene work has had clear changes, the awareness and responsibility of employers and employees have been improved, the situation of occupational accidents and construction incidents has significantly decreased compared to the same period last year.

The activities in the Action Month not only create a vibrant competitive atmosphere but also contribute to building a culture of occupational safety, promoting the movement "Green - Clean - Beautiful, ensuring occupational safety and hygiene", contributing to the implementation of the goal of sustainable development of the construction industry associated with environmental protection and green growth.

At the conference, delegates exchanged and discussed issues focusing on: evaluating results, identifying limitations, and drawing lessons from the organization and implementation of the 2025 Action Month for OSH; selecting the theme of the Action Month and the proposed activities to be carried out during the 2026 Action Month, including the timing and location of the launching ceremony, its scale, program, participants, and the presentation of awards at the ceremony; and reaching agreement on several coordinated tasks and implementation measures among the Central Steering Committee, the Vietnam General Confederation of Labor, and the People’s Committee of Quang Ninh Province-the host locality for the 2026 Action Month for Occupational Safety and Hygiene.

To conclude the conference, Deputy Minister of Home Affairs Nguyễn Mạnh Khương acknowledged and highly appreciated the efforts of various ministries and sectors, including the Ministry of Construction, in seriously and effectively implementing activities in response to the 2025 Action Month for Occupational Safety and Hygiene (OSH). The Deputy Minister asked the Ministry of Construction and relevant units to continue promoting the achieved results, strengthen communication, inspection, and supervision, and thoroughly prepare for the 2026 Action Month for OSH, aiming to ensure that all workers can work in a safe, healthy, and sustainable environment.
