Hanoi (October 5th, 2015) - The Academy of Managers for Construction and Cities (AMC) ran a pilot training course on increasing construction management and urban development capacity for chairmans and vice chairmans in cities and provinces under Decision No 1961 which was patronized by the Ministry of Construction (MOC) and the World Bank (WB).

Deputy Minister Do Duc Duy, accompanied by the MOC’s functional deparments and agencies’ representatives; the WB Country Director in Vietnam Victoria KwaKwa, accompanied by the WB specialists; representatives of the Government Office, the Ministry of Home Affairs, chairmans and vice chairmans in cities and provinces – the Project 1961’s subjects – attended the opening.

On behalf of the MOC’s leaders, Deputy Minister Do Duc Duy welcomed all chairmans and vice chairmans to this course, and sincerely thanked Mrs. Victoria Kwakwa and the WB for their strong support in terms of technical solutions and investment through urban development projects in Vietnam. According to Deputy Minister Duy, with the urbanization rate of 36.5%, Vietnam has 779 cities and urban areas (June 2015), contributing over 70% of the total State budget revenues. These cities and urban areas are critical driving force to promote economic growth, economy and labour restructuring in local regions. After nearly 5 years implementing the Decision No 1961, the MOC has drastically directed towards training managers and cadres at all levels in the provinces and cities under the Central Government. There were 149 classes opened with over 10,000 participants. The MOC has assigned the AMC to coordinate with the WB specialists to hold 2 pilot training courses on increasing construction management and urban development capacity for chairmans and vice chairmans in Hanoi and Ho Chi Minh city. During the first class in Hanoi, participants had an opportunity to study and discuss with the MOC managers and the WB specialists on urban issues, which would help to complete their assigned tasks.

Deputy Minister Duy suggested the AMC further facilitate teaching and learning, encourage professionals to do researchs and clarify issues relating to institution, policy, methodology, development perspectives, international experiences, and propose effective solutions for Vietnam.
