On November 25th, 2025, in Hanoi, Deputy Minister Pham Minh Ha chaired a meeting on the development of standards and technical regulations for the construction and transportation sectors, with the participation of leaders of departments and agencies under the Ministry of Construction; research institutes, universities and academies in the fields of construction and transportation.
At the meeting, the leaders of the Department of Science, Technology, Environment and Construction Materials reported an overview of the system of standards and technical regulations in the construction industry, and assessed the implementation of tasks in the recent period, including difficulties in resources for implementation; and updated new regulations of the Law amending and supplementing a number of articles of the Law on Standards and Technical Regulations, which will take effect from January 1, 2026.
Attending the meeting, leaders of agencies and units actively exchanged, discussed and proposed many solutions to improve the effectiveness of developing standards and technical regulations in the construction industry. In particular, many opinions focused on existing problems and difficulties such as the process of developing tasks, implementation costs, mechanisms for mobilizing teams of experts and scientists and coordination between units in reviewing and updating the system of standards and technical regulations according to new requirements.

Speaking at the meeting, Deputy Minister Pham Minh Ha acknowledged the report contents and comments from leaders of agencies and units, and emphasized the urgent need to continue perfecting the system of standards and technical regulations of the Industry to meet state management requirements, in line with the trend of socio-economic development and international integration.
Deputy Minister Pham Minh Ha requested the Department of Science, Technology, Environment and Building Materials to urgently develop and submit to the Ministry’s leadership, within December 2025, a draft Regulation on the management of tasks related to the development of standards and technical regulations; to review and propose organizational models and operating mechanisms for committees and subcommittees in each specialized field, and to report to the Ministry’s leadership before December 10, 2025.
“In addition, synthesize the status of technical regulation development as assigned under Decision No. 1054/QĐ-BXD; at the same time, advise on documents directing the review, amendment, supplementation or replacement of technical standards and regulations that are no longer suitable in practice, in accordance with the amended Law on Standards and Technical Regulations; and synthesize a list of experts and scientists based on proposals from agencies and units to build a resource for standardization work,” Deputy Minister Pham Minh Ha affirmed. He also assigned the Department of Science, Technology, Environment, and Building Materials to coordinate with the Information Technology Center to continue developing software and a database on sectoral standards and regulations in accordance with the issued decisions and notices.
Regarding human resources, Deputy Minister Pham Minh Ha assigned the Department of Personnel Organization to study and propose appropriate mechanisms and policies to encourage and motivate experts and scientists from units within and outside the Ministry to actively participate in the development of standards and technical regulations; and instructed the Department of Planning and Finance to provide specific guidance on professional procedures and financial regulations to ensure that organizations and individuals involved in these tasks comply with legal requirements and facilitate smooth implementation.
For research institutes, universities, and academies under the Ministry of Construction, Deputy Minister Pham Minh Ha urgently directed them to compile and submit a list of experts by each specialized field to the Ministry; at the same time, to proactively review, issue, or adjust internal regulations and financial mechanisms to encourage and motivate their scientific staff to actively participate in research and the development of sectoral standards and technical regulations.
Deputy Minister Pham Minh Ha requested all units to urgently and seriously carry out the assigned tasks, contributing to the development of a unified, consistent, and modern system of standards and technical regulations, effectively serving state management and supporting the development of the Construction and Transport sectors in the new phase.
