Workshop "Training to raise awareness of environmental protection in the Construction industry"

On December 1st, 2025, in Hanoi, under the assignment of the Ministry of Construction, the Department of Science, Technology, Environment and Construction Materials, in coordination with the Academy of Construction Strategy and Cadres Training, organized the workshop “Training to Raise Awareness of Environmental Protection in the Construction Sector” with the participation of representatives of agencies and units under the Ministry of Construction; provincial Departments of Construction; facilities required to conduct greenhouse gas inventories in the transport and construction sectors; project management boards; manufacturing enterprises; professional associations; and specialized institutes and universities.

In his opening speech, Deputy Director of the Department of Science, Technology, Environment and Construction Materials Nguyen Huu Tien said that in the current context, environmental protection in the construction industry is entering a phase that requires higher requirements on data transparency, accountability and technical compliance. In addition, according to Government regulations, 2026 is the first year that large emission-emitting enterprises nationwide, including enterprises operating in the construction and transportation sectors, must conduct greenhouse gas inventories according to new regulations.

Therefore, raising awareness, strengthening professional skills, and establishing well-structured management procedures within each unit are particularly important. The implementation of greenhouse gas inventories is not only a legal requirement but also a tool for the construction and transport sectors to promote green production models, reduce emissions, and contribute to the nation’s sustainable development goals. Accordingly, organizing a training workshop to raise awareness of environmental protection in the construction sector will help systematize core content, address existing challenges, and provide guidance for effective implementation across the entire sector.

Speaking at the workshop, Director of the Academy of Construction Strategy and Cadres Training Ngo Anh Tuan said that, in carrying out the tasks assigned by the Ministry of Construction, the Academy has always been proactive and active in implementing training programs to support units in promptly updating and unifying legal regulations on environmental protection in the fields of construction and transportation.

He emphasized that raising awareness is the first step but plays a key role, especially in the context of many new policies on greenhouse gas inventory, emission reduction and environmental management that have officially taken effect since the end of 2024. A clear understanding of regulations will enable agencies and businesses to be more proactive in organizing implementation, minimize legal risks and enhance the effectiveness of environmental management in construction activities.

According to Director Ngo Anh Tuan, the training content at the workshop focused on three main thematic areas, including the review and update of legal regulations on environmental protection in the construction and transport sectors. All topics presented at the workshop were specifically designed to help implementing units clearly understand the requirements, methods, documentation, reporting procedures, and key considerations for practical application.

At the workshop, representatives of the Department of Science, Technology, Environment and Construction Materials presented the legal regulations on environmental protection in the construction and transport sectors; provided guidance on the implementation of Circular No. 63/2024/TT-BGTVT of the Ministry of Transport on the technical requirements for measurement, reporting, and verification of greenhouse gas mitigation and greenhouse gas inventories in the transport sector; and guided the implementation of Circular No. 13/2024/TT-BXD of the Ministry of Construction on procedures and technical regulations for greenhouse gas inventories and the measurement, reporting, and verification of greenhouse gas mitigation in the construction sector.

Delegates discussed enthusiastically, asking many questions related to inventory boundaries, data collection and standardization methods, responsibilities of local management agencies, as well as difficulties in implementing new requirements on greenhouse gas inventories in the context of limited technical capacity.

In response to several concerns and questions raised by the participants, representatives from the Department of Science, Technology, Environment and Construction Materials and the Academy of Construction Strategy and Cadres Training provided detailed clarifications. They also emphasized that units should proactively develop early implementation plans, review input data, strengthen staff capacity, and maintain close coordination with specialized management agencies to ensure accuracy and consistency in reporting; at the same time, affirming that the Ministry of Construction would continue to accompany and support the units throughout the implementation process, contributing to improved environmental protection performance across the sector and toward sustainable, modern, and environmentally friendly development.

According to the Organizing Committee, after this workshop, the Ministry of Construction will continue to organize workshops with similar topics in Ho Chi Minh City (December 3rd) and Da Nang City (December 5th).
