Urgently establish and operate the National Smart City Information Portal

On November 28th, 2025 in Hanoi, Deputy Minister of Construction Nguyen Tuong Van chaired a meeting on the establishment and operation of the National Smart City Information Portal with the participation of leaders of functional units.

At the meeting, Director of the Urban Development Department Tran Quoc Thai presented an overview report on the legal basis, assigned tasks and implementation plan, emphasizing that Decree No. 269/2025/ND-CP has specifically stipulated in Article 43 on the National Smart City Information Portal and assigned the Ministry of Construction the responsibility to build and operate the system.

According to Thai, the establishment of a national focal point for smart urban data and information is urgent, stemming from the fact that information is still fragmented and requires standardization, integration, and publication of data to serve state management. At the same time, it is consistent with international trends in establishing open data sharing platforms, open APIs, technical documents, and inter-sectoral coordination mechanisms to ensure transparency, consistency, and efficiency.

Meeting scene.

Many delegates recommended promptly defining the scope of data to be published and the overall system architecture to ensure compatibility with the Ministry’s existing digital platforms. They emphasized the need for secure integration mechanisms that avoid overlapping functions with other sector-specific information systems; the completion of interagency coordination procedures with clear responsibilities and a unified data-providing focal point; and the development of a phased resource-allocation plan to ensure effective implementation in each stage.

In addition, the delegates agreed that the proposal to issue a “Plan for the Establishment and Operation of the National Smart City Information Portal” is an appropriate solution within the Ministry’s authority. It meets the required timeline, does not create new procedural requirements for obtaining approval, and provides sufficient grounds for the Ministry to proceed with implementation immediately.

Concluding the meeting, Deputy Minister Nguyen Tuong Van acknowledged the report of the Department of Urban Development and highly appreciated the analysis and comments of the leaders of the units, and agreed to choose the plan to issue the "Plan to establish and operate the National Smart City Information Portal".

Deputy Minister Nguyễn Tường Văn assigned the Urban Development Agency to coordinate with the Information Technology Center and relevant units to urgently finalize the content of the Plan, requiring clear identification of objectives, roadmap, tasks, and implementing focal points. The system must be established in a unified and synchronized manner with the Ministry’s existing information platforms and align with the digital transformation orientation of the construction sector.

The Deputy Minister asked the Department of Financial Planning to coordinate with the Department of Science, Technology, Environment and Construction Materials and the Information Technology Center to plan the budget; relevant units proactively provide information, data and technical support as required to ensure progress.

He emphasized that the system must be qualified for trial operation as soon as possible and ensure the launch of the National Smart City Information Portal on December 22, 2025.
