On the morning of August 19th, 2025, in Gia Binh commune, Bac Ninh province, the Ministry of Public Security (MPS) held the groundbreaking ceremony for the Gia Binh International Airport construction project. This groundbreaking is part of a series of 80 major national key projects launched to celebrate the 80th anniversary of the August Revolution and National Day. The project is considered as a strategic national work and has significant international importance.
The event was chaired by General Luong Tam Quang, Politburo member, Secretary of the Central Public Security Party Committee, and Minister of Public Security.
Senior Lieutenant General Hoang Xuan Chien, Party Central Committee member and Deputy Minister of National Defense; Deputy Minister of Construction Bui Xuan Dung; leaders from ministries, central agencies, and organizations; representatives of provincial departments and sectors of Bac Ninh; along with 30 exemplary households who made significant contributions to land clearance and compensation work attended the event.

Speaking at the groundbreaking ceremony, General Luong Tam Quang, Minister of Public Security, emphasized that Gia Binh International Airport is a national key project of international scale, playing an important role in the nationwide airport development planning. It is also a strategic dual-use airport for the Capital Region, serving both socio-economic development and national defense and security missions.
The airport will host a Public Security Aviation Regiment equipped with modern, synchronized facilities, maintaining constant readiness for combat and contributing to strengthening national defense capabilities.
The Minister affirmed that the Ministry of Public Security will closely coordinate with relevant ministries, agencies, the Bac Ninh Provincial People’s Committee, and the project investor to ensure that the project is completed on schedule, safely, and with high quality. By the end of 2026, Gia Binh International Airport is expected to commence initial operations to serve the APEC Summit in 2027. At the same time, he stressed the importance of properly implementing all policies for households affected by the project, in accordance with regulations.
He requested that the Bac Ninh Provincial People’s Committee work closely in implementing surrounding transport infrastructure projects, and complete the connecting road between the airport and Hanoi by the end of 2026, as instructed by the Prime Minister. This will help maximize operational efficiency and ensure that the airport becomes a truly exemplary national key project of international stature, contributing to fulfilling Vietnam’s aspiration for strong and prosperous development.
He also called on Bac Ninh province to coordinate closely in building transport infrastructure around the airport. In particular, the road connecting the airport with Hanoi must be completed by the end of 2026, according to the Prime Minister’s direction, to maximize the airport’s strategic and economic value.
At the ceremony, General Quang expressed gratitude to local residents, especially households impacted by land clearance. He emphasized that the authorities will take care of compensation, resettlement, and social policies for affected people in compliance with regulations.

According to the approved plan, Gia Binh Airport will cover nearly 1,960 hectares, spanning the communes of Gia Binh, Luong Tai, Nhan Thang, and Lam Thao. It is designed to meet ICAO 4F standard, capable of handling wide-body aircraft. The airport aims for a capacity of 30 million passengers and 1.6 million tons of cargo per year by 2030, and 50 million passengers with 2.5 million tons of cargo by 2050.
The government has also issued a special investment policy (Resolution No. 3/2025/NQ-CP) for this project. According to this, projects associated with Gia Binh Airport (such as its construction, resettlement, and connecting roads) will be implemented under preferential mechanisms.
Minister Quang stated that the airport is not only a symbol of national ambition but also a driver for socio-economic development in Bac Ninh and the greater Northern region. He reaffirmed commitment to completing it with high quality, safety, and speed.
