On November 27th, 2025, in Hanoi, Deputy Minister of Construction Nguyen Tuong Van had a working session with Director of the Department of Housing and Urban-Rural Construction of Guangxi Province, China, Yang Lufeng.
At the meeting, Mr. Yang Lufeng thanked Deputy Minister Nguyen Tuong Van and leaders of units under the Ministry of Construction for receiving and working with the delegation of the Department of Housing and Urban - Rural Construction of Guangxi province. He also said that this was an opportunity for the two sides to review the cooperation results achieved in the past time and discuss in more depth the contents of cooperation on urban planning, housing development and new management models.

According to Mr. Yang Lufeng, over the past 30 years, China has achieved a very rapid pace of urbanization and is now entering a phase that prioritizes urban renewal and upgrading, focusing on improving living environments, managing waste, developing smart cities, regulating the real estate market, and ensuring housing for people in both urban and rural areas.
In the area of social housing, China is implementing effective support policies to ensure affordable housing for low-income groups and vulnerable populations. In rural areas, efforts to build and upgrade housing, manage waste, and improve infrastructure quality are being carried out vigorously.
Sharing about the “Digital Urban Development” competition launched by Guangxi across China, Mr. Yang Lufeng stated that the competition has attracted participation from many universities, research institutes, and several countries, aiming to encourage the application of digital technology in urban planning and management. He also expressed hope that Vietnamese organizations and units would participate in the competition.
Speaking at the meeting, Deputy Minister Nguyễn Tường Văn highly appreciated the information shared by the Director of the Department of Housing and Urban-Rural Development of Guangxi Province, and affirmed that the Ministry of Construction of Vietnam always welcomes and is ready to exchange experiences, especially in the two areas that Vietnam is focusing on: social housing development and smart city development. These areas align with the policies of sustainable development, improving people’s quality of life, and achieving national goals on green growth.
Assigned by Deputy Minister Nguyễn Tường Văn, leaders of units under the Ministry of Construction, including the Department of Housing and Real Estate Market Management, exchanged with the Department of Housing and Urban–Rural Development of Guangxi Province on policies for urban and rural housing development, the social housing construction program, and the renovation and upgrading of old apartment buildings, that Vietnam is prioritizing for implementation in the near future. Leaders from the Department of Architecture Planning also shared information on several innovations in urban planning, urban management tools, the integration of spatial planning and infrastructure planning, along with the orientation for developing smart cities in Vietnam in accordance with the socio-economic characteristics of each locality.

At the meeting, at the request of the Ministry of Construction of Vietnam, representatives of the Department of Housing and Urban-Rural Development of Guangxi Province shared additional practical experience in urban renewal, the process of developing modern urban and rural planning, as well as smart city operation models, which are areas that China has applied strong measures and achieved many notable results.
At the end of the meeting, both sides agreed to maintain regular exchanges, promote professional cooperation, and share practical experience, thereby contributing to strengthening the friendly relationship between Vietnam and China in general, and between the Ministry of Construction of Vietnam and the Department of Housing and Urban-Rural Development of Guangxi Province in particular, toward sustainable, modern, and smart urban development.
