Workshop for sharing experience and practical implementation of zero energy buildings (ZEBs) development in Japan and recommendations for Vietnam

The Ministry of Construction coordinated with the Japan Energy Conservation Center under the Japanese Ministry of Economy, Trade and Industry and the Center for Urban and Industrial Environment to organize a Workshop for sharing experience and practical implementation of zero energy buildings (ZEBs) development in Japan and recommendations for Vietnam on August 9th.

The workshop was organized in the form of online and offline. This was one of the activities in the series of events towards Vietnam Green Building Week 2023.

Speaking at the opening of the workshop, Mr. Nguyen Cong Thinh - Deputy Director of the Department of Science, Technology and Environment (Ministry of Construction) emphasized the need to develop energy saving buildings towards greenhouse gas emissions reduction and environmental protection. The workshop is an opportunity to share Japan's experience on policies, implementation practices, standards and technologies in the field of energy saving, zero energy balance buildings, carbon neutral buildings and make recommendations suitable to reality in Vietnam.

Japan has had a lot of experience in the field of energy saving, zero energy buildings and carbon neutral buildings. Learning and drawing on experience from Japan to implement zero energy and carbon-neutral buildings in Vietnam will contribute to realizing the commitment of the Vietnamese Government at COP26.

Speaking online at the workshop, Mr. Hideyuki Umeda - Director of International Policy on Carbon Neutrality, Department of Natural Resources and Energy (Japanese Ministry of Economy, Trade and Industry) highly appreciated the Vietnam's efforts in implementing commitments at COP26 to ensure sustainable development goals.

According to Mr. Hideyuki Umeda, besides the general requirements, the implementation of zero energy and carbon-neutral buildings also depends on the conditions of each countries. Japan is willing to share and support knowledge as well as science and technology for countries around the world, including Vietnam.

 Update policy on ZEBs in Japan, Dr. Yoshitaka Ushio - Senior Advisor of the Japan Energy Efficiency Center said that energy efficiency in buildings is one of the central issues of Japan's energy efficiency and saving policy. Up to now, Japan has developed policy frameworks and regulations on energy saving. Japan continues to implement the "ZEB family concept" policy to promote high-end energy-saving buildings; “Ready for ZEB”, while improving energy efficiency and saving as well as applying renewable energy, spreading the ZEB concept to Southeast Asia and the world.



Overview the workshop

Regarding the implementation of ZEB in Vietnam, Dr.architect Pham Thi Hai Ha - Head of the Department of Environmental Architecture, Hanoi University of Civil Engineering, said that the implementation of ZEB in Vietnam has basic advantages: Vietnam's determination and commitment to increase strengthen international cooperation, technology transfer, capacity building towards the goal of net zero emissions by 2050. At the moment,  Vietnam has issued many policies and regulations at different levels; a system of standards and regulations in the field of environmental protection, green buildings development, and energy saving buildings.

Also within the framework of the workshop, Japanese experts discussed issues related to the policy and practice of implementing ZEB policy in Japan; Standard ISO/TS 23764; ZEB strategy for carbon neutral buildings; advanced technology to optimize renewable energy, towards zero energy buildings.
