Speaking to open the ceremony, Minister Pham Hong Ha – Co-chairman of Intergovernmental Committee of Vietnam – Cuba said that the Vietnam Party, State and People always esteemed the solidarity, friendship, tradition and comprehensive cooperation between Vietnam and Cuba; also desired to expand and develop the cooperation in areas that were strengths of both sides.
Minister Pham Hong Ha affirmed that the cooperation Vietnam - Cuba have constantly strengthened and developed in all fields, politics, diplomacy, economics, culture, national defense and security, and science technology. Two countries always supported each other in multilateral forums, to contribute to actively protecting the interests and enhancing the position of each country in the region and in the world.

In 2019, two sides have constantly exchanged of many delegations at all levels, including many high-level delegations, demonstrating political trust, maintaining regular contact, enhancing experience sharing in the field of party building, institutional building and socio-economic development, especially within the framework of the Vietnam-Cuba Intergovernmental Committee.
According to Minister Pham Hong Ha, at the 37th Session, the two sides should focus on assessing the actual results of implementation of commitments in the 36th Session Minutes; results of the implementation of the medium-term bilateral economic agenda in the period of 2014 – 2019; unifying cooperation contents of 37th Session; basic content orientation of the medium – term bilateral economic agenda 2020 – 2025; identifying priorities in economic cooperation between two countries with specific and feasible solutions in order to promptly solve the difficulties and problems.

Minister Malmierca Diaz thanked leaders of Construction Ministry for the warmly welcome and said that many projects of Vietnam enterprises were actively operating in Cuba, contributing to making Vietnam as the second largest Asian investor in Cuba.
Minister Rodrigo Malmierca Diaz affirmed the high determination of the Cuban Government in economic development, maintenance of exports, and desired that businesses of two countries would cooperate and find solutions to remove difficulties, aiming to enhance the effectiveness of investment cooperation between two countries.

After the opening ceremony, the experts of both countries will discuss, unify and finalize the contents of the Meeting's documents to submit to the co-chairs of the Intergovernmental Committee of Vietnam – Cuba for consideration and decision.
