Conference "Establishment of the 2021 – 2030 Comprehensive social housing policy in Vietnam”

Ministry of Construction organized the Conference “Establishment of the 2021 – 2030 Comprehensive social housing policy in Vietnam", with the participation of representatives of Ministries, central branches, National Deputy Director of Vietnam KOICA Office - Jeong Min Kim, Director of Korea Housing and Land Research Institute (LHI) Moon Hyogon. Deputy Director of Housing and Real Estate Market Management Agency (Ministry of Construction) Ha Quang Hung chaired the Conference.

Speaking at the Conference, Mr Ha Quang Hung said that, implementing the Prime Minister’s direction in Decision No.848/QĐ-TTg dated July 12, 2018 to approve the investment policy of Scheme “Establishment of the 2021 – 2030 Comprehensive social housing policy in Vietnam", funded by the Korean Government’s non-refundable aid through KOICA, the Ministry of Construction issued a decision in approving the Project Document.

The Project is implemented for a period of 3 years, from November 2018, with the common goal of improving the housing rights of low-income households in urban areas and workers in the industrial zone.

Specific objectives of the project include: Studying and proposing social housing development strategy in Vietnam in the period of 2021 - 2030, focusing on low-income households in urban areas and workers in industrial zone; studying and proposing social housing policy in Vietnam in the period of 2021 - 2030 to contribute in revising the current Housing Law.

Deputy Director Ha Quang Hung said, according to National Housing Development Strategy to 2020, vision to 2030, the country has only reached about 30% of the target (4 million m2 of social housing floor compared to 12,5 million m2 in the target of 2020), due to many different reasons, including difficulties in budget capital. Therefore, it is necessary to study innovative mechanisms and policies in reducing the dependence on the state budget for social housing development.

Emphasizing the objective of the Project, Deputy Director of Vietnam KOICA Office Jeong Min Kim said, the Conference was organized to summarize the opinions of the Ministries, experts in improving and accelerating the progress of the Project.

At the workshop, representatives of ministries, experts discussed many contents of the Project, such as: Segregation of income groups to select beneficiaries of social housing; diversification of social housing supply - the role of the public sector; urban development and social housing of the public sector; social housing development fund; priority order of beneficiaries of social housing; general process of social housing projects.
