Vietnam Ministry of Construction – represented by Deputy Minister Le Quang Hung and the Russian Federation Ministry of Construction, Housing and Public Services – represented by Deputy Minister Nikita E. Stasishin signed a cooperation plan between two ministries on period 2019 – 2024, witnessed by Prime Minister Nguyen Xuan Phuc and Russian Prime Minister Medvedev on May, 22th.
The cooperation plan mentioned the main areas such as: Information exchange on construction investment management in urban planning and development; building infrastructure for smart cities; improving the quality, safety and efficiency of energy use; exchanging experience in technical management of underground construction works in cities; supporting the completion of legal document, standards and norms in the field of underground construction works in the cities; establishment and classification of construction resources; supporting the development of partnerships between Vietnamese and Russian organizations. The cooperation plan detailed the above areas and pointed out bilateral cooperation partners between the agencies under the Vietnam MoC and the Russian Ministry of Construction, Housing and Public Services.
The relationship between Vietnam and the Russian Federation in the construction sector has been improving in recent years. The Institute of Building Science and Technology implemented a cooperation agreement in training doctoral with Moscow University of Construction and Xanh Petecbua University of Construction and Architecture. Ho Chi Minh City University of Architecture implemented a Memorandum of Understanding with the Voronhegio National University of Architecture – Construction on the training of masters, engineers and participating in development projects in the Russian Federation and Vietnam.
The Cooperation Plan for the period 2019 - 2024 is an important basis for Vietnam and Russia to promote comprehensive cooperation in the construction industry, for the benefit of each country.
For implementing of the 20th meeting minutes of the Intergovernmental Committee of Vietnam – Russia, in early 2018, the MoC and related agencies of Russia held consultations and experiences exchanging on technology of safe use and control chrysotile in production to ensure environmental safety and workers' health.
Two ministries agreed on the content of the cooperation plan for the period 2019 – 2024.
In 2018, the delegation led by Minister Pham Hong Ha visited and worked with the Russian Minister of Construction, Housing and Public Services, the Moscow city Planning and Architecture Council, Xanh Petecbua city Urban building and Architectural Committee and Xanh Petecbua Green Planning Institute and exchanged experiences in the field of architecture management, urban management and development.
The delegation led by Deputy Minister Le Quang Hung worked with the Russian Ministry of Construction, Housing and Public Services and related research institutes on construction standards and regulations. After a period of careful preparation, two ministries agreed on the content of the cooperation memorandum and cooperation plan for the period 2019 – 2024 in order to sign the mentioned above contents.
