Conference to summarize the Project "Strengthening the capacity for quality control of construction works in Vietnam"

On December 20th, The Ministry of Construction organized a conference to summarize the project "Strengthening the capacity for quality control of construction works in Vietnam" (Project 1511). Deputy Minister of Construction Le Quang Hung chaired the Conference.

Report at the Conference, Director of the State Agency for Construction Quality Inspection (Standing Agency of the Executive Board of the Project) Pham Minh Ha said, the Project "Strengthening the capacity for quality control of construction works in Vietnam" approved by the Prime Minister in Decision No. 1511/QD-TTg dated October 5, 2010 and approved by the Decision No. 1511 / QD-TTg dated October 12, 2012, aming to synchronously deploying solutions to enhance inspection capacity in improve construction quality and safety, to meet construction requirements till 2015 and vision to 2020.

So far, the Project has basically completed the set objectives. Many of the research contents of the Project are included in legal documents and promulgated by the National Assembly, Government or the MoC under the authority to adjust experiment, inspection and supervision activities such as  Construction Law 2014, Decree No. 46/2015/NĐ-CP on construction quality management and maintenance, Decree No. 59/1015 /NĐ-CP on management of construction investment projects; Circular No. 04/2014 /TT-BXD on guiding some contents on judicial expertise in construction investment activities, Circular No.17/2016/TT-BXD guiding the capacity of organizations and individuals participating in construction activities, Circular No. 06/2017/TT-BXD guiding specialized construction experiment activities...; develop and publish 350 cost norms for testing, inspection and monitoring in construction.

The project has also compiled the teaching materials for managing specialized laboratories and experiments in construction, inspection and monitoring construction works to serve for professional training cases from 2014 – 2017;  disseminating legal documents, technical regulations and standards on construction, testing and monitoring in the construction field for 5,950 students.

The project has supported investment costs of 121.18 billion VND to upgrade laboratory equipment for 20 accrediting organizations including CDMI Center and the localities of Bac Ninh, Binh Thuan, Can Tho, Gia Lai and Ha Tinh, Hai Duong, Kien Giang, Lai Chau, Quang Ninh, Ben Tre, Dong Nai, Ha Nam, Lang Son, Lao Cai, Long An, Nghe An, Thai Binh, Thai Nguyen, Vinh Phuc. Up to now, the accrediting organizations have completed the content of procuring experimental and testing equipment according to the list approved by the Project Executive Board.

The project also helps to maintain and improve the quality of the Vietnam construction work quality control network; building Construction Experimental and Accreditation News; operating electronic information website kiemdinhxaydung.gov.vn and website of managing experimental – verifying data ilabweb.vn; organizing scientific conferences... helping state management agencies at all levels to update standardized mechanisms and technical documents to organizations and units operating in the field of experiment, construction inspection and monitoring.

At the Conference, representatives of ministries, branches and Departments of Construction of localities presented speeches highlighting the results of The Project  “Strengthening the capacity for quality control of construction works”, and contributed ideas to help the Standing Committee to complete the Report.

Speaking to conclude the Conference,  Deputy Minister Le Quang Hung highly appreciated the effective coordination of ministries, branches and localities across the country in the process of implementing the Project, and emphasized to the end 2018, the Project has been basically completed and met the initial objectives set out, with specific results and products, such as: Researching, innovating and completing policies and mechanisms; perfecting the system of technical standards and  processes; professional training and retraining; investment support, upgrading of laboratory equipment and investment in capital construction for inspection organizations in localities across the country; supporting professional activities for experiment organizations, inspection and monitoring in construction.

Deputy Minister Le Quang Hung proposed the Standing Executive Board of the Project to fully receive comments of representatives of ministries,  branches and localities, experts in finalizing report and submiting to the Prime Minister for consideration and decision.
