Inception workshop of the Project “Establishment of the 2021 – 2030 comprehensive social housing policy in Vietnam”

The Ministry of Construction, in coordination with the Korea International Cooperation Agency (KOICA), Korea Land and Housing Corporation held a seminar of the Project “Establishment of the 2021 – 2030 comprehensive social housing  policy in Vietnam” in Hanoi on February 21. There were Deputy Minister of Construction – Nguyen Van Sinh, Director of KOICA Vietnam Kim Jinoh, representative of Korea Embassy in Vietnam at the workshop.

Speaking at the workshop, Deputy Minister Nguyen Van Sinh said that, in recent years, Vietnam has issued many mechanisms and policies in developing social housing to support houses for low income people in both rural and urban areas, including Housing Law 2014 and Decree No 100/2015/ND-CP dated October 20, 2015 on development and management of social housing with special regulations on support and incentives to create favorable conditions for organization and individuals to invest in social housing development. 

Currentlt, ministries, branches and localities have been actively implementing housing support programs for those in need and have achieved many important results: Housing support program for revolution contibutors has completed support for over 110.000 households; 530.294 poor households in rural were supported houses (phase 1), and more than 10.000 households (phase 2) got loans to improve houses; 191.000 households in flooded areas in the Mekong Delta were supported houses; 13.000 households out of a total 27.196 households in the Central region were supported houses to prevent storms and flood. 

Program on social housing for low-income people in urban areas was completed the construction of 98 projects with about 40.700 apartments and has been implementing 153 projects with about 93.800 apartments. The social housing  program for workers in industrial parks was completed the construction of 100 projects, with a scale of about 41.000 apartments. 89/95 student housing projects were completed and put into use, accommodating about 22 thousand students.

However, the social housing development so far has only met about 33% of the target set in the National Housing Development Strategy until 2020. This is attributable to limited capital, a lack of attention from local authorities, and improper mechanisms and policies that are yet to encourage realty developers to invest in social housing.

The MoC and the KOICA developed the project “Establishment of the 2021 – 2030 comprehensive social housing  policy in Vietnam” to study international experiences and survey the actual situation of Vietnam, propose mechanisms and policies on social housing development suitable to the actual situation and the development trend of Vietnam period 2021 – 2030.
 

The whole working session

The project consists of 5 parts: Assessing the status of social housing for low-income households in urban areas and industrial parks workers; Investigating and researching on housing demand forecast in 2021-2030 period; Developing social housing policies in Vietnam for targeting groups of low-income households and industrial park workers through lessons from international experiences; Proposing to improve the current Housing Law to promote the proposed social housing policies in the Project; Capacity building program.

The project is implemented in 30 months (10/2018 - 3/2021) with a total budget of 3.3 million USD, of which the Korean Government's non-refundable aid is 3 million USD, reciprocal capital of Vietnam is 0.3 million USD. The project is assigned to the KOICA organization and the MoC as project managing agencies.

At the seminar, speakers of the both sides presented their presentations related to experiences and lessons of developing Korean and International social housing; some issues of social housing development in Vietnam; experiences from local construction departments and real estate associations to exchange experiences as well as help Vietnam effectively implementing the Project “Establishment of the 2021 – 2030 comprehensive social housing  policy in Vietnam”.
