Interpreting the Law of Construction 2014 and Decree No 59/2015/ND-CP on managing construction investment project

Hanoi (July 15th, 2015) – Minister Trinh Dinh Dung hosted a meeting interpreting the Law of Construction 2014 and Decree No 59/2015/ND-CP on managing construction investment project. This meeting is considered as an opportunity for the Ministry of Construction to clarify major contents of the Law of Construction (revised) 2014 and the Decree No 59/2015/ND-CP to the media, experts as well as managers in Construction Industry.

According to Minister Dung, due to lack of specific regulations on authorities and management practices, investors of those state-budget projects hardly concern for investment performance, works’ quality, progress, exploitation and use. “This is one of the most important reasons why investment is spread, wasted and low efficient, affecting the economic growth rate and raising many social issues”, stated Minister Dung. “Therefore it’s necessary to clarify the investors’ authority and determine appropriate management practices”.

As the Law of Construction (revised) 2014 stands, different funds have different management practices which are cross-examined by other relevant units. For projects using state budget, in addition to controlling the budget used as plan, it’s vital to avoid waste and loss. The Law of Construction (revised) 2014 has many new regulations on enhancing the State role in managing the construction investment, strengthening stakeholders’ accountability, especially the Project Management Units…

The meeting participants

Minister Dung suggested Project Management Units increase their own capacity and role, which means they have to be professional, their staff have to be qualified, dedicated and responsible. “A Project Management Unit has to manage many projects to be professional”, confirmed Minister Dung. “The Law of Construction (revised) 2014 identifies some kinds of project management units such as specialized project management unit, regional project management unit and specialized-regional project management unit”. As a result, the works’ quality would be improved, contributing to decrease the state and people’s budget waste and loss, and facilitate to develop the Construction Industry in accordiance with the innovation and capacity enhancement of construction enterprises in Vietnam.
